ORDINANCE NO. 1722
AN ORDINANCE PROVIDING FOR THE CALLING OF A CITY TAX BASE ELECTION IN THE CITY
OF WOODBURN, MARION, COUNTY, OREGON, ON NOVEMBER 4, 1980, FOR THE PURPOSE OF
SUBMITTING TO THE LEGAL VOTERS OF THE CITY OF WOODBURN, OREGON, THE QUESTION OF
ESTABLISHING ANEW TAX BASE IN THE AMOUNT OF X994,871.00, AND DECLARING AN EMERGENCY.
WHEREAS, the City Council of the City of Woodburn, Oregon, has
determined that anew tax base should be established as authorized by Article XI,
Section 11, Oregon Constitution, in order to permit the proper operation of the
city affairs within the limitation contained in Section 11, Article XI,
Oregon Constitution; and
WHEREAS, it is therefore necessary to submit the question of establish-
ing a new tax base to the legal voters of the city of Woodburn, Oregon,
THE PEOPLE OF THE CITY OF ~JOODBURN DO ORDAIN:
Section 1. DATE OF ELECTION. The proposition set forth in Exhibit A,
attached hereto and incorporated herein by this reference shall be submitted
in the manner prescribed in this ordinance to the legal voters of the City of
Woodburn, Oregon, at a City Tax Base Election to be held Tuesday, November 4,
1980.
Section 2. FORM OF PROPOSITION. Said election shall be held in
accordance with the applicable provisions of law. The appropriate notices
shall be given as provided by applicable law.
Section 3. ELECTION PART OF STATEWIDE GENERAL ELECTION. There is
a regular Statewide Election being held in the State of Oregon on Tuesday,
November 4, 1980, and this City Tax Base Election i~s called to be held con-
currently therewith and as a part thereof.

Section 4. EMERGENCY CLAUSE. This ordinance being necessary for
the immediate preservation of the public peace, health and safety, in that this
ordinance must be promptly submitted to the county clerk to meet legal deadlines
and in that the public interest requires an early opportunity for the public to
vote on the tax base proposal contained herein,. an emergency is declared to
exist and this ordinance shall take effect immediately upon passage by the
Council and approval by the Mayor.

Ballot Title: "Establishing a New Tax Base"
QUESTION: Shall a new tax base of $994,871,00 be established for the
City of Woodburn effective in the 1981-82 fiscal year?
PURPOSE: This request for voter approval of a tax base of $994,871.00
would replace the current tax base of $91,302.00. Under the
Oregon Constitution, Article XI, Section 11, voter approval is
necessary fora new tax base. A 6% increase is allowed each
year without voter approval. The new tax base would become
effect fiscal year 1981-82 and seeks to more appropriately
meet the needs of the City`s operations and maximize State
contributions to owner-occupied residences.
EXPLANATION: The current tax base x$91,302} is not adequate because each
year for the past 10 years the City has levied taxes over and
above the tax base. The current tax base is only ll% of the
taxes required to support the City General Fund. If the new
tax base ($994,871} is approved, owner-occupied residents
will have 30% of the property taxes excluding bond levies}
paid by the State; providing the state payment does not
exceed $800.00.
Property tax revenues are required to help provide basic
services. These services include Police, Fire, Dial-a-Ride,
RSVP, Gourt, legal services, Administration, building
Maintenance and support to other funds.
Currently, receipts other than taxes represent approximately
47% of the revenues needed to support the General Fund,
The remaining 53% is from taxes.
If approved, the new base will become effective July 1, 1981.
Voters must approve any taxes outside the constitutional
limitations.

hereby certify that F caused to be posted three copies of
Ordinance No. 1722, one of which said copies posted in the
City Hall on the bulletin board opposite the entrance to
the Recorder's Office, in full view of the traveling public;
a second one of said copies posted on the Woodburn Public
Library bulletin board at 280 Garfield Street, in full view
of the traveling public; a third one of said copies posted
on the Community Center bulletin board at 491 N. Third St.,
in full view of the traveling public; that al] of said
places are public places within the corporate limits of the
Ct,~ of Woodburn and all of said copies were posted on the
