ORDINANCE N0. 1730
AN ORDINANCE AMENDING ORDINANCE N0. 1679 KNOWN AS THE WOODBURN 2000
COMPREHENSIVE PLAN FOR THE CITY OF WOODBURN AND DECLARING AN EMERGENCY.
WHEREAS, comprehensive plans are necessary for the betterment
of the community and orderly growth for the city, and
WHEREAS, State law requires that cities make comprehensive plans
to provide for the orderly development of such cities, and
WHEREAS, the Common Council of the City finds that the "Woodburn
2000 Comprehensive Plan" meets all applicable Land Conservation and Develop-
ment Commission goals, now, therefore,
THE PEOPLE OF THE CITY OF WOODBURN DO ORDAIN:
Section 1. The Woodburn Common Council hereby adopts the amend--
menu to the "Woodburn 2000 Comprehensive Plan, Vol~zme I", as part of the
official Comprehensive Plan for the City of Woodburn as identified in
Exhibit "A" attached to this ordinance.
Section 2. One copy of the adopted amendments to the Comprehensive
Plan shall be filed with the City Recorder and one copy shall. be available
for public inspection upon demand in the Planning Department.
Section 3. The adopted amendments to the Woodburn 2000 Comprehensive
Plan include amendments to elements of the Comprehensive Plan addressing
Statewide Planning Goal 2 - Land Use Planning; Goal 5 - Open Spaces, Scenic
and Historic Areas, and Natural Resources; Goal 6 - Air, Water and Land Use
Resources; Goal 12 - Transportation; and Coal I3 -~ Energy Conservation.

Section 4. This ordinance being necessary for the immediate pre-
nervation of the public peace, health and safety, an emergency is declared
to exist and this ordinance shall take effect immediately upan passage by
the Council and approval by the Mayor.

Update -Eventually, any plan will become outmoded and out-
dated as conditions change. 4Jhen the City finds that revision
is no longer practical or feasible, and the plan must be re-
written, the appropriate steps SGca~ be taken and a new plan

The City should support the standards set by the Department of
Environmental Quality for air quality and emissions control.
In addition, the City should adopt and enforce its own standards
above and beyond DEQ's, if it is deemed necessary to protect its
