AN ORDINANCE ~,CCEPTIPJG DONATIDNS APJD GRANTS RECEIVED DURING THE FISCAL YEAR
1980-81, MAKING APPROPRIATIONS, AfdD DECLARING AN EMERGENCY,
I~JHEREAS, Oregon Revised Statutes provide for the expenditure of
donations and grants transferred to a municipal corporation for specific
purposes in the year of receipt, and
~JHEREAS, a donation has been received from '~Joodburn State Bank
for the purpose of improving the microphone system in the Council Chambers,
a grant from the Comprehensive Employment Training Act Title II) for
the purpose of employing a Clerk I, and an additional federal grant for
the Retired Senior volunteer Program to increase the volunteer service
within the City, now, therefore,
THE PEOPLE OF THE CITY OF '~OODBURN DO ORDAIN:
Section 1. That appropriations be established and increased
as follows:

Section 2. That the amounts delineated in Section 1 are hereby
authorized to be appropriated for their specific purpose.
Section 3. This ordinance being necessary for the immediate preservation
of the public peace, health. and safety, in that there is a present need for the
expenditures delineated in Section 1 and the expenditures cannot be made until
the appropriations are adopted, an emergency is declared to exist and this
ordinance shall take effect imr~ediately upon passage by the Council and approval

hereby certify that I caused to be posted three copies of
Ordinance No. 1740, one of which said copies Hosted in the
City Elall on the bulletin board opposite the entrance to
the Recorder's Office, in full view of the traveling public;
a second one of said copies posted on the ~-oodburn Public
Library bulletin board at 280 Garfield Street, in ful] view
of the traveling public; a third one of said copies posted
on the Community Center Bulletin board at 491 l~1. Third St.,
