ORDINANCE NO. 1744
AN ORDINANCE ADOPTING A SUPPLEMENTAL BUDGET FOR TUE FISCAL YEAR 1950-81, MAKING
APPROPRIATIONS, AND DECLARING AN EMERGENCY.
~~JHEREAS, O.R.S. 294.48! of the Local Budget Law provides that a
municipal corporation may make a supplemental budget far the fiscal year for
which the regular budget has been prepared, under certain circumstances,
provided such supplemental budget does not extend beyond the end of the fiscal
year during which. it is submitted, and provided no increased tax levy shall be
made, and
~rJHEREAS, said statute provides that among the circumstances authorizing
the preparation of a supplemental budget is the unanticipated availability of
funds from another unit of federal, stater or local government, and
~fHEREAS, the adoption of such. supplemental budget will not require
any further or increased tax levy and shall not extend beyond the end of the
fiscal year during which it is submitted, and
WHEREAS, proceedings and publications have heretofore been had and
made as required by said statute, now, therefore,
THE PEOPLE OF T{~E CITY OF WOODBURN DO ORDAIN:
Section 1. That the supplemental budget far the fiscal year 1980-81
prepared by the Budget Officer, accorded a public hearing on March 5, 1981, and
approved by the Budget Committees summary first published March 25, 1981 and
last published April 1, 1981, and accorded a public hearing on April 13, 1981,
is hereby adopted.
Section 2, That the suppler~ental budget amounts for the fiscal year
1980-~1 are hereby appropriated as follows.

of the public peace, health and safety, in that expenditures cannot be made until
the appropriations are adapted, an emergency is declared to exist and this
ordinance shall take effect immediately upon passage by the Council and approval
by the Mayor,

I, BARP~EY 0. HUBRIS, Recorder of the City of Woodburn, do
hereby certify that I caused to be vosted three copies of
Ordinance No. 1744, one of which said copies posted in the
City Hall on the bulletin board adjacent to the entrance to
the Recorder's Office, in full view of the traveling public;
a second one of said copies posted on the Woodburn Public
Library bulletin board at 280 Garfield Street, in full view
of the traveling public; a third one of said copies posted
on the Comrnnlity Center bulletin board at 491 N. third Street,
in full view of the traveling public; that all of said places
are public places within the corporate limits of the City of_
