Ord 1787COUNCIL BILL N0. 685 ORDINANCE N0. 1787 AN ORDINANCE PROVIDING FOR THE CALLING OF A CITY TAX BASE ELECTION IN THE CITY OF WOODBURN, MARION COUNTY, OREGON, ON NOVEMBER 2, 1982, FOR THE PURPOSE OF SUBMITTING TO THE LEGAL VOTERS OF THE CITY OF WOODBURN, OREGON, THE QUESTION OF ESTABLISHING A NEW TAX BASE IN THE AMOUNT OF $644,000.00, AND DECLARING AN EMERGENCY. WHEREAS, the City Council of the City of Woodburn, Oregon, has determined that a new tax base should be established as authorized by Article XI, Section 11, Oregon Constitution, in order to permit the proper operation of the city affairs within the limitation contained in Section 11, Article XI, Oregon Constitution; and WHEREAS, it is therefore necessary to submit the question of establishing a new tax base to the legal voters of the City of Woodburn, Oregon; THE PEOPLE OF THE CITY OF WOODBURN DO ORDAIN: Section 1. DATE OF ELECTION. The question of a new tax base shall be submitted in the manner prescribed in this ordinance to the legal voters of the City of Woodburn, Oregon, at a city Tax Base Election to be held on Tuesday, November 2, 1982, in conjunction with the statewide General Election. Section 2. FORM OF PROPOSITION. Said election shall be held in accordance with the applicable provisions of law. The appropriate notices shall be given as provided by applicable law. Section 3. That the form in which said question shall be submitted to the electors of the City of Woodburn on the official ballot of such election shall be substantially as follows: Page 1 - COUNCIL BILL N0. 685 ORDINANCE N0. 1787 MUNICIPAL ELECTION CITY OF WOODBURN Marion County, Oregon November 2, 1982 Submitted to the Voters by the Common Council Measure No. 51 ESTABLISHING A NEW TAX BASE QUESTION: Shall a new tax base of $644,000.00 be established for the City of Woodburn effective in the 1983-84 fiscal year? EXPLANATION: This request fora new tax base of $644,000.00 would replace the current tax base of $102,607.00. The tax base would become effective fiscal year 1983-84, however, the 6% increase allowed without voter approval under Article XI, Section 11 of the Oregon Constitution would not go into effect until fiscal year 1984-85. The increase in the tax base also increases the State property tax contributions to owner-occupied residences. The proposed base is equal to 75% of taxes levied in fiscal year 1982-83 for General Fund, Transit Fund, and Street Light Fund. Property tax revenues are required to help provide basic services which include Police, Fire, street lights, City Bus, Dial-a-Ride, R.S.U.P., Court, legal services, administration, and building. maintenance. Current property taxes make up approximately 43% of the revenues needed to provide these services. This ordinance being necessary for the immediate preservation of the public peace, health and safety, in that this ordinance must be promptly submitted to the county clerk to meet legal deadlines, an emergency is declared to exist and this ordinance shall take effect immediately upon passage by the Council and approval by the Mayor.
