ORDINANCE N0. 1789
AN ORDINANCE AMENDING ORDINANCE N0. 1788 CALLING FORA SPECIAL ELECTION) TO BE
HELD NOVEM3ER 2, 1982 TO SUBMIT THE PROPOSED CHARTER TO THE LOCAL ELECTORS OF
THE CITY OF WOODBURN, AND DECLARING AN EMERGENCY.
T~~E PEOPLE OF THE CITY OF WOODBURN DO ORDAIN:
Section 1. That Section 4 of Ordinance No. 1788 be amended to read
as follows:
"Section 4. That the form in which said question shall be submitted to
the electors of the City of Goodburn on the official ballot of such election
shall be substantially as follows:

ADOPTI~lG A NE~J CITY CHARTER
QUESTION: Shall the City of Woodburn adopt a new charter as proposed by
Ordinance 1788?
E~PLAfJATIOPJ: If adopted, membership of the governing body and terms of office
will remain the same. Positions to be appointed by the Mayor and
Council are Administrator, Attorney, and Judge.
The current charter was adopted in 1909. Minor changes have been
made over the years. The new charter will simplify current
charter provisions and delete subjects covered by state law.
Bonded cebt cannot be incurred without voter approval. Existing
Park and Library tax levies will continue.

Section 2. .EMERGENCY CLAUSE. This ordinance being necessary for
the immediate preservation of the public peace, health and safety, in that
this ordinance must be promptly submitted to the county clerk to meet legal
deadlines, an emergency is declared to exist and this ordinance shall take
effect immediately upon passage by the Council and approval by the Mayor.
