THE CITY OF ~JOODBURN ORDAIPJS AS FOLLOG~S: Section 1. That the Common Council of the City of Woodburn hereby proposes a levy of tax outside the limitation imposed by Article XI, Section 11, Subsection ~1) of the Oregon Constitution in the amount of X976,181,00 for the fiscal year 1983-84 for the purpose of applying said sure to the budget for fiscal year 1983-84. Section 2. That the proposed levy of tax shall be submitted to the legal electors of said City at a special election on vane 28, 1983, which is hereby called to be held therein in accordance wit~~ thc~ laws of the State of Oregon and the Charter of said City governing elections. Section. 3. That the form in which said questions shall be subr~~itted to the electors of said City on the official ballot at such special election shall be as follows: see attached Exhibit A} Section 4. This ordinance being necessary for the i~~mediate preservation of the public peace, health and safety, an emergency is declared to exist and this ordinance shall take effect im~~~ediately upon passage by the Council and approval by the Mayor. EXPLANATION: This tax levy measure will provide for the continuation of present city services in the General Fund, Transit Fund, and Street Light Fund. Levy requirements to balance the city budget are as follows: General Fund $850,601 Transit Fund 33,764 Street Light Fund 91,816 $976 ,181 This measure will provide funds for Police, Fire, City Bus, Dial-a-Ride, R.S.V.P., Municipal Court, Administration, and operational costs for the city's street lights. The primary reason for the increase in property taxes is a decrease in the working capital (cash) carryover for fiscal year 1983-84. Proposed expenditures in the General and Transit Fund are less than the adopted 1982-83 expenditures due to a reduction in capital outlay purchases. If this measure is approved, $450,783.00 of the taxes levied in the 1983-84 fiscal year are eligible for partial state funding. However, $525,398.00 of the taxes levied will be totally financed by local taxpayers without any partial state payment.
