Ord 1856COUNCIL BILL N0. 772 ORDIf~ANCE N0. 1856 APJ ORDINANCE APPOINTING A HEARINGS OFFICER TO PRESIDE OVER ABANDONED VEHICLE HEARINGS PURSUANT TO O.R,S. CHAPTER 483 AND DECLARING AN EMERGENCY. WHEREAS, the City of Woodburn recently revised its procedure in regard to disposal of abandoned vehicles to conform to Oregon state law, and, WHEREAS, O.R.S. Chapter 483 requires that an administrative hearing be held concerning an abandoned vehicle if such a hearing is requested, NOW, THEREFORE, THE CITY OF WOOD~URN ORDAINS AS FOLLOWS: Section ~ 1. The Council , pursuant to 0. R. S. 483.357 appoints the Woodburn Municipal Judge as a hearings officer with the powers and functions set forth in O.R.S. Chapter 483. Section 2. The Municipal Judge shall serve in the capacity of hearings officer pursuant to O.RS. Chapter 484 and shall serve at the pleasure of the Council, Section 3. This ordinance being necessary for the immediate preservation of the public peace, health, and safety, an emergency is declared to exist and this ordinance shall take effect immediately upon passage by the Council and approval by the Mayor.
