Ord 1862COUNCIL BILL NO.183 ORDINANCE N0. 1862 AN ORDINANCE PROVIDING FOR THE CALLING OF A CITY TAX BASE ELECTION IN THE CITY OF WOODBURN, MARION;GOUNTY, OREGON, ON MAY 15, 1984, FOR THE PURPOSE OF SUBMITTING TO THE LEGAL VOTERS OF THE CITY OF WOODDURN,,OREGON, THE QUESTION OF ESTABLISHING A NEW TAX BASE IN THE AMOUNT OF $1,035,310.00 AND DECLARING AN EMERGENCY. WHEREAS, the City Council of the City of Woodburn, Oregon, has determined that a new tax base should be established as authorized by Article XI, Section ll, Oregon Constitution, in order to permit the proper operation of the city affairs within the limitation contained in Section 11, Article XI, Oregon Constitution,, and WHEREAS, it is therefore necessary to submit the question of establishing anew tax base to the legal voters of the City of Woodburn, Oregon, THE CITY OF WOODBURN ORDAINS AS FOLLOWS: Section 1. DATE OF ELECTION. The proposition set forth in Exhibit A, attached hereto and incorporated herein by this reference, shall be submitted in the manner prescribed in this ordinance to the legal voters of the City of Woodburn, Oregon, at a City Tax Base Election to be held on Tuesday, May 15, 1984. Section 2. FORM OF PROPOSITION. Said election shall be held in accordance with the applicable provisions of law. The appropriate notices shall be given as provided by applicable law. Section 3. ELECTION PART OF STATEWIDE PRIMARY ELECTION. There is a .regular Statewide Election being held in the State of Oregon on Tuesday, May 15, 1984, and this City Tax Base Election is called to be held concurrently therewith and as a part thereof. This ordinance being necessary for the public peace, health and safety, in that this ordinance must be promptly submitted to the county clerk to meet legal deadlines, an emergency is declared to exist and this ordinance shall take effect immediately upon passage by the Council and approval by the Mayor. X862 EXHIBIT "A" MUNICIPAL ELECTION CITY OF WOODBURN Marion County, Oregon May 15, 1984 Submitted to the Voters by the City Council Measure No. 51 ADOPTION OF NEbJ TAX BASE QUESTION: Shall a new tax base of $1,085,310.00 be established for the City of Woodburn effective in 1984-85 fiscal year? EXPLANATION: This request fora new tax base of $1,085,310.60 would replace the current tax base of $109,287.00. The new tax base would become effective fiscal year 1984-85. However, the b% increase allowed ~rithout voter approval under Article XI, Section 11, of the Oregon Constitution would not go into effect until fiscal year 1985-86. The proposed tax base will provide financial stability to the tax-supported funds of the city budget - General Fund, Street Light Fund, and Transit Fund - with the necessary revenues to continue present services to the citizens of GJoodbu~rn . These ser ~l~i ces i ncl ude public safety, street 1 i ghts , bus service, Dial-A-Ride, R.S.~~.P., Municipal Court and administration. The funds requested in this ballot measure is the same amount of taxes levied for the services listed above in the current fiscal year.
