Ord 1869COUNCIL BILL N0. 7g5 ORDINANCE N0. 1869 AN ORDINANCE PROPOSING A LEVY OF TAX OUTSIDE THE LIMITATION IMPOSED BY ARTICLE XI, SECTION 11, SUBSECTION (1) OF THE OREGON CONSTITUTION AGAINST THE TAXABLE PROPERTY IN THE CITY OF WOODBURN IN THE AMOUNT OF $615,578.00 FOR TWE FISCAL YEAR 1984-85; AUTHORIZING THE EXPENDITURE OF MONIES DERIDED THEREFROM FOR THE BUDGET FOR THE FISCAL YEAR BEGINNING JULY 1, 1984; CALLING FOR A SPECIAL ELECTION AT WHICH SUCH LEVY OF TAX SHALL BE SUBMITTED TO THE LEGAL ELECTORS OF THE CITY OF WOODBURN; AND DECLARING AN EMERGENCY. THE CITY OF WOODBURN ORDAINS AS FOLLOWS: Section 1. That the City Council of the City of Woodburn hereby proposed a levy of tax outside the limitation imposed by Article XI, Section ll, Subsection (1) of the Oregon Constitution in the amount of $615,578.00 for the fiscal year 1984-85 for the purpose of applying said sum to the budget for fiscal year l 984-85. Section 2. That the proposed levy of tax shall be submitted to the legal electors of said City at a special election on June 26, 1984, which is hereby called to be held therein in accordance with the laws of the State of Oregon and the Charter of said City governing elections. Section 3. That the form in which said questions shall be submitted to the electors of said City on the official ballot at such special election shall be as follows: (see attached Exhibit A). Section 4. This ordinance being necessary for the immediate preservation of the public peace, health and safety, an emergency is declared to exist and this ordinance shall take effect immediately upon passage by the Council and approval by the Mayor. N0. 795 ORDINANCE N0. 1869 May 21, 1984 May 21, 1984 May 21, 1984 May 22, 1984 Exhibit A SPECIAL MUNICIPAL ELECTION CITY OF WOODBURPJ P~9ari on County, Oregon June 26, 1984 Submitted to the Voters by the City Council Measure No. 5i AUTHORIZATION FOR ONE-YEAR OPERATING LEVY FOR CITY OF WOODBURN QUESTION: Shall City of Woodburn be authorized to levy $615,578.00 outside the tax base to finance city operations during 1984-85? EXPLANATION: The City's tax base is only $115,979.00, therefore, it is necessary to request a tax levy of $615,578.00 over and above the tax base to provide for continuation of city services in the General Fund, Street Light Fund, and Transit Fund. A summary of taxes requested in this measure is as follows: General Fund $478,000 Street Light Fund 98,339 Transit Fund 39,239 $615,578 The General Fund provides funding for Police services, Senior Programs, Municipal Court, City Attorney's office, Administration, and City Hall maintenance. Comparing the same General Fund services as listed above in 1983-84 with 1984-85, the taxes required in the proposed budget are less than the taxes levied in 1983-84. This measure will also provide for street light operational costs and six-day bus service for the community.
