ORDINANCE N0. 188
AN ORDINANCE PROHIBITING AND REGULATING GAMBLING WITHIN THE CITY OF WOODBURN
AND DECLARING AN EMERGENCY.
THE CITY OF WOODBURN ORDAINS AS FOLLOWS:
Section 1. Gambling Prohibited. Except as provided in this
ordinance, gambling is prohibited in the City of Woodburn, pursuant to
Ordinance No. 188b.
Section 2. Bingo and Lotto. Bingo and lotto, when conducted
by a charitable, fraternal, or religious organization pursuant to ORS 167.117,
is permitted in the City of Woodburn.
Section 3. Social Games. Social games as described in ORS 167.117
(12)(a) are permitted in the City of Woodburn without license but social
games described in OR5 167.117 (12)(b) are prohibited and, if held, consti-
tute gambling in violation of Ordinance No. 1886.
Section ~+. Severability. Each portion of this ordinance shall
be deemed severable from any other portion. The unconstitutionality
or invalidity of any portion of this ordinance shall not invalidate the
remainder of the ordinance.
Section 5. Emergency Clause. This ordinance being necessary
for the immediate preservation of the public peace, health, and safety,
an emergency is declared to exist and this ordinance shall take effect
immediately upon passage by the Council and approval by the Mayor.
