Ord 1891COUNCIL BILL N0. 825 ORDINANCE NO. 1891 AN ORDINANCE LEVYING PRE-ASSESSMENTS FOR THE IMPROVEMENT OF QUEEN CITY BOULEVARD FROM HARDCASTLE AVENUE INTO LEGION PARK APPROXIMATELY 550 FEET; AND DECLARING AN EMERGENCY. WHEREAS, Queen City Boulevard from Hardcastle Avenue into Legion Park approximately S50 feet is now an unimproved street in the City of Woodburn; and WHEREAS, Resolution No. 757 was passed declaring the City Council's intention to improve said street; and WHEREAS, a public hearing was held on August 13, 19$4, and Ordinance No. 1883 was passed creating an assessment district and authorizing pre-assessments; and WHEREAS, the City Recorder has prepared a proposed amount to be pre-assessed to each b enefited property based upon its special and peculiar benefit from the said improvement based upon front footage, and WHEREAS, notice of each proposed pre-assessment was mailed to the owner of each lot proposed to be assessed at the address shown on the Marion County Tax Assessors roles; and WHEREAS, the notice mailed to each owner stated the amount of pre-assessment proposed, and set August 27, 198+, at 7:30 p.m. as the date and time set for a public hearing at which the Council will hear objections to the actual pre-assessment amounts; NOW, THEREFORE, THE CITY OF WOODBURN ORDAINS AS FOLLOWS: Section 1. That the City Council finds that an interest rate of 12% percent per annum is equitable and directs the City Recorder to charge this rate of interest pursuant to the Bancroft Bonding Act and Ordinance No. 1$79, and commencing 30 days after the passage of this ordinance. Section 3. The City Recorder is hereby ordered to send notices of the pre-assessments levied by this ordinance pursuant to Ordinance No. 1879. This ordinance being necessary for the immediate preservation of the public peace, health, and safety, an emergency is declared to exist and this ordinance shall take effect immediately upon passage by the Council and approval. by the Mayor.
