ORDINANCE N0. 1893
AN ORDINANCE PROVIDING FOR THE CALLING OF A CITY TAX BASE ELECTION IN
THE CITY OF WOODBURN, MARION COUNTY, OREGON, ON NOVEMBER 6, 1984, FOR
THE PURPOSE OF SUBMITTING TO THE LEGAL VOTERS OF THE CITY OF WOODBURN,
OREGON, THE QUESTION OF ESTABLISHING A NEW TAX BASE IN THE AMOUNT OF
$800,000.00, AND DECLARING AN EMERGENCY.
WHEREAS, the City Council of the City of Woodburn, Oregon,
has determined that a new tax base should be established as authorized
by Article XI, Section 11, Oregon Constitution, in order to permit the
proper operation of the city affairs within the limitation contained
in Section 11, Article XI, Oregon Constitution; and
WHEREAS, it is therefore necessary to submit the question of
establishing a new tax base to the legal voters of the City of Woodburn,
Oregon, NOW, THEREFORE,
THE CITY OF WOODBURN ORDAINS AS FOLLOWS:
Section 1. DATE OF ELECTION. The proposition set forth in
Exh ibit "A", attached hereto and incorporated herein by this reference,
shall be submitted in the manner prescribed in this ordinance to the
legal voters of the City of Woodburn, Oregon, at a City Tax Base Election
to be held on Tuesday, November b, 1984.
Section 2. FORM OF PROPOSITION. Said election sha11 be held
in accordance with the applicable provisions of law. The appropriate
notices shall be given as provided by applicable law.
Section 3. ELECTION PART OF STATEWIDE GENERAL ELECTION. There
is a regular Statewide Election being held in the State of Oregon on
Tuesday, November 6, 1984, and this City Tax Base Election is called
to be held concurrently therewith and as a part thereof.

Section 4. EMERGENCY CLAUSE. This ordinance being necessary
for the public peace, health and safety, in that this ordinance must
be promptly submitted to the county clerk to meet legal deadlines, an
emergency is declared to exist and this ordinance shall take effect
immediately upon passage by the Council and approval by the Mayor.

ADOPTION OF NEW TAX BASE
QUESTION: Sha11 a new tax base of $800,000.00 be established for
the City of Woodburn effective in 1985-86 fiscal year?
EXPLANATION: This request for a new tax base of $800,000.00 would
replace the current tax base of $115,979.00. The new tax
base would become effective fiscal year 1985-86. However,
the b% increase allowed without voter approval under
Article XI, Section 11, of the Oregon Constitution would
not go into effect until fiscal year 1986-87.
The proposed tax base will provide financial stability to
the tax-supported funds of the city budget - General Fund,
Street Light Fund, and Transit Fund - with the necessary
revenues to continue present services to the citizens of
Woodburn. These services include the police department,
street lights, bus service, Dial-A-Ride, R.S.V.P.,
Municipal Court and administration.
