Interchange:
■ Funding: We are preparing an application for an Interchange Maintenance Fund
grant in the amount of $5 Million. The state can submit two applications. Six
applications are being prepared.
■ The Subsurface Utility Exploration is now completed. Design of the storm water
system and grading can now be completed and any utility conflicts with the
design will be identified for relocation. We have shared the utility data with
Woodburn Public Works.
■ A draft Traffic Control Plan will be ready in June. Meetings with all the business
owners in the project area will be scheduled for July. A meeting for the general
public will be scheduled after comments from the businesses are processed.
■ Gateway design issues: A planning meeting is scheduled for tomorrow. Design
workshops are scheduled for June 16, August 18 and October 20. The two month
interval between workshops is needed to process comments and meet with the
Interchange technical team and allow for further revisions needed to meet
technical requirements. Workshops will be held at the Wellspring Medical Center
starting at 5:30 in the evening. Following the third workshop, on the same
evening, a public open house will be held to display and discuss the Panel's
recommendations. Revisions based on public comment will be made if necessary.
A report will then be prepared and presented to the Council in January or
February.
Tunnel: we have arrived at a very promising solution. We will be able to
determine if it works for sure by October.
Broughton — Park EA:
FHWA is close to declaring the project a Categorical Exclusion, which means that
a full Environmental Assessment is not required. That said, much of the same
technical work will be done in preparation for a preliminary design. This will
enable the project to be funded when funds become available.
We will have a general public meeting on the proposed design this summer. We
will also have a separate meeting with the farm worker housing project that will
have Spanish - speaking interpreters.
■ A new element for ODOT being introduced by this project will be sustainability.
As this topic can be very wide - ranging, we are focusing on an issue that may
directly affect the design — the conductance of storm water by low impact
development techniques vs. conventional storm water piping. A full life -cycle
cost estimate for each method will be part of this study.
■ A report to the Council will be made after the public meetings.
