A. Woodburn Area Chamber of Commerce — Kristen Graybeal, Tourism Director of the
Woodburn Area Chamber of Commerce reported on recent tourism activities.
0:06 PRESENTATIONS
A. Public Works Director Brown provided an update on the request by Union Pacific to
close the Mill Street crossing. Numerous meetings with Union Pacific, Public Works,
ODOT Rail and Woodburn Fertilizer officials have been held discussing the various
land use, safety and operational concerns associated with this crossing. The City is
working to facilitate a mutually acceptable solution to the operational and safety
issues between Union Pacific and Woodburn Fertilizer.
B. Public Works Director Brown provided an update on the Water Disinfection project.

McCallum introduced Council Bill 2861. Recorder Shearer read the bill by title only
since there were no objections from the Council. Public Works Director Brown and the

Deca Architecture consultant provided a presentation on the planned security and power
improvement project. Council asked questions regarding funding and whether the project
can be completed in phases. Staff agreed to do additional research and investigation to
clarify the project funding proposal and address Council requests for details regarding
security. Cox /Pugh... table Council Bill 2861. The motion passed unanimously.
1:47 1040 WILSON STREET
Schmidt /Cox... authorize the Police Chief and City Attorney to take reasonably
necessary actions under the law to address the conditions existing at 1040 Wilson Street,
Woodburn, Oregon, including the filing of a complaint in a court of competent
jurisdiction.
1:59 CITY ADMINISTRATOR'S REPORT
A. City Administrator Derickson requested Council schedule a work session to discuss
street Systems Development Charges. Council agreed to schedule a work session at
the next Council meeting at 6:00 pm.
2:01 MAYOR AND COUNCIL REPORTS
• Councilor McCallum reminded everyone of the Kiwanis sponsored Mayor's Prayer
Breakfast scheduled for Tuesday, May 10, 2011 at 6:30 am.
• The Mayor commended community participation in the Woodburn Proud Community
Cleanup event.

License Type: Liquor License New Outlet - Limited On- Premises Sales, which
allows for the sale of malt beverages, wine and cider for consumption on the
licensed premises and sale of kegs of malt beverages for off premises
consumption. This license also allows licensees who are pre- approved to cater
events off of the licensed premises.
On March 17, 2011, the Woodburn Police Department received an application
requesting approval for a Liquor License New Outlet - Limited On- Premises Sales
for Los Laureles Taqueria (Formerly Cinco De Mayo Taqueria #2) located at 611
N. Pacific Hwy, Woodburn, Oregon. The former business was not licensed by
OLCC.
The business will be open Sunday through Thursday from 9:00 a.m. to 10:00 p.m.,
and Fridays and Saturday 9:00 a.m. to 11:00 p.m. This business will also serve
food along with the above outlined alcoholic beverages. The business will have
recorded music.
The Police Department has received no communication from the public or
surrounding businesses in support of or against this establishment.
DISCUSSION
The Police Department has completed a background investigation, in
connection with the OLCC, on the applicants and found nothing of a
questionable nature, which would preclude the issuance of this license.

On March 25, 2011, the Woodburn Police Department received an OLCC
application requesting approval for a Change of Ownership and Limited On-
Premises Sales for the Taqueria Guadalajara Authentic Mexican Food
Restaurant located at 966 N. Pacific Highway #B, Woodburn, Oregon. This
location is currently the Taqueria Guadalajara One Inc. which possesses a
Limited On- Premises Sales License through the Oregon Liquor Control
Commission.
The business will be open Sunday through Saturday, 8:00 a.m. to 11:00 p.m. with
a caveat of Seasonal Variations of closing in the Winter months as early as 8:00
p.m. and closing in the Summer months as late as 11:30 p.m. This is an
establishment which will serve malt beverages, wine and cider beverages as
well as hot food in a restaurant setting. There will be recorded and disc jockey
music (special occasions only), and pool tables. The Police Department has
received no communication from the public or surrounding businesses in support
of, or against this change.
DISCUSSION
The Police Department has completed a background investigation, in
connection with the OLCC, on the applicants and found nothing of a

Accept the proposals of M &M Towing & Auto Sales and Baker & Baker
Towing & 76, Inc. to respond to Category I tows on a rotational basis.
2. Accept the proposal of M &M Towing & Auto Sales to serve as the primary
Category II tow provider and the proposal of Baker & Baker Towing & 76, Inc.
to respond as secondary Category II tow provider.
BACKGROUND
For several years the City of Woodburn has maintained a rotational list of towing
companies to provide citywide towing services. The City has approximately
1,061 tows performed in this manner per year. The City of Woodburn has sought
qualified firms to perform rotational towing and storage services for the
Woodburn Police Department, and towing services for all vehicles owned by the
City of Woodburn. The scope of services include providing rotational non -
preference towing services, storage, and city towing services in a timely,
courteous, safe, and professional manner under a multi -year contract. Towing
and storage services performed by the awarded firms for the City are in the
interest of preserving public safety and convenience.
Two categories of towing services were outlined for separate response in the
Request for Proposals (RFP): Category I (Class `A' & `B') Tows, vehicles & light
trucks) and Category II (Class C Tows, heavy trucks and cranes).
Four (4) responses to the RFP for Towing Services for the City of Woodburn were
received for Category I (Class `A' & `B') towing services on March 11, 2011,
scored individually by members of the selection panel and averaged for a final

advantageous for the City and the Public. The third (3rd) scoring firm did not
meet these criteria. Therefore, the selection committee is recommending the
award as indicated above.
Upon contract award, both M &M Towing & Auto Sales and Baker & Baker
Towing & 76 Inc. would respond on a rotational basis for City of Woodburn
towing requests for Category I (Class `A' & `B') vehicles. For Category II (Class
`C') requests by the City of Woodburn, M & M Towing & Auto Sales would be the
primary tow provider. In the event that M & M Towing & Auto Sales cannot
respond for a Class `C' tow request, Baker & Baker Towing & 76 Inc. will be
contacted to respond as the secondary tow provider.
FINANCIAL IMPACT
Financial impact to the City of Woodburn upon award of the contract would be
dependent on the quantity of tow services required for City of Woodburn
owned vehicles and /or under the responsibility of the City (i.e. Police generated
investigative tows or impounds). These costs are already accounted for within
the approved City of Woodburn budget.
Tow services required for vehicles in Categories I and II, not associated with the
City of Woodburn, would not generate a financial impact.
