CITY ADMINISTRATOR TO SIGN SAID AGREEMENT; AND DECLARING
AN EMERGENCY
Lonergan introduced Council Bill 2857. Recorder Shearer read the two readings of the
bill by title only since there were no objections from the Council. On roll call vote for
final passage, the bill passed unanimously. Council President McCallum declared
Council Bill No. 2857 duly passed.
1:06 COUNCIL BILL NO. 2858 — A RESOLUTION APPROVING A CONTINGENCY
TRANSFER AND ADOPTING A SUPPLEMENTAL BUDGET FOR THE
GENERAL FUND AND GENERAL FUND CAPITAL IMPROVEMENT FUND
FOR FY 2010 -11
Lonergan introduced Council Bill 2858. Recorder Shearer read the bill by title only
since there were no objections from the Council. On roll call vote for final passage, the
bill passed unanimously. Council President McCallum declared Council Bill No. 2858
duly passed.
1:09 AWARD OF CONSTRUCTION CONTRACT FOR THE FIFTH STREET
IMPROVEMENTS PROJECT
Cox /Pugh... City Council, acting as the Local Contract Review Board, award a
construction contract for the Fifth Street Improvements project to M.L Houck
Construction Co. in the amount of $957,093.86. Councilor Schmidt asked several
clarifying questions regarding the design specifications. Councilor Lonergan pointed out
that the contract represents a significant savings over the engineer's estimate. Councilor
Lonergan also asked about the contract delivery schedule. Motion passed 5 -1 with
Councilor Schmidt voting no.

1:20 SANTIAM CANYON COMMUNICATIONS CENTER NETWORK SUPPORT
AGREEMENT
Lonergan/Morris... authorize the City Administrator to execute an intergovernmental
agreement with the Santiam Canyon Communications Center to provide computer and
network support. Councilor Morris inquired whether this additional workload is feasible
with our existing staff. The motion passed unanimously.
1:23 GRANT OF PUBLIC ACCESS AND UTILITY EASEMENT OVER "BLOCK A,
V STRIP" AT LANDAU ESTATES SUBDIVISION, WOODBURN
Cox/Pugh... authorize the City Administrator to sign a public access and utility easement
or other such other documents that may be required over the City owned parcel described
as BLOCK "A" 1' Strip as shown on Landau Estates Plat, City of Woodburn, OR (Tax
Lot 051W 17BD02500). The motion passed unanimously.

SUBJECT: Potential WDO Legislative Amendments
RECOMMENDATION
Adopt the attached resolution initiating consideration of legislative
amendments to the Woodburn Development Ordinance (WDO).
BACKGROUND
The City Council directed the Economic & Development Services Department to
conduct a comprehensive review of the WDO in an effort to simplify and
update its provisions. The Mayor and City Council then established a Focus
Group to assist in this effort. The Focus Group is a group of citizens who have
met periodically to informally discuss and make recommendations regarding
the WDO revisions.
The Focus Group has now completed its review of Sections 4.1 and 5.1 of the
WDO and recommends that these amendments be processed expeditiously
instead of waiting for the entire WDO review process to be completed. The
Focus Group believes that the simplified procedures proposed in the
recommended amendments could stimulate development activity and would
be a benefit to the City. The Focus Group will continue to review the other
portions of the WDO.
DISCUSSION:
Section 4.101.17 of the WDO requires that the City Council initiate the
consideration of any legislative amendments to the WDO by the passage of a
resolution. The attached resolution initiates formal consideration of proposed
amendments to the WDO. Proposed Sections 4.1 and 5.1 will be considered first
followed by subsequent amendments to the remainder of the WDO.

RECOMMENDATION
Adopt the attached resolution, endorsing the 99E Corridor Plan Vision and
Guiding Principles
BACKGROUND
The Highway 99E Corridor Plan will guide future development, access, and
improvements along this major corridor on the east side of the City. The project
deals with the development and adoption of strategies and projects. It also
involves the Transportation System Plan (TSP) and the Transportation Capital
Improvement Program amendments, as well as land use and site development
regulations to improve access management, local street connectivity,
pedestrian and bicyclist safety, and operations of Hwy 99E.
DISCUSSION
Council received an overview of the corridor project at a workshop meeting on
December 20, 2010, and gave direction to develop the vision and guiding
principles for the Highway 99E Corridor Plan. These principles are intended to
help guide the project.
Council is being asked to endorse the Corridor Plan Vision and Guiding
Principles. The attached resolution is presented for your approval.

RESOLUTION NO. 1991
A RESOLUTION ENDORSING THE 99E CORRIDOR PLAN VISION AND GUIDING
PRINCIPLES
WHEREAS, Highway 99E is an important transportation corridor that provides
for the commercial and industrial needs of the community, and
WHEREAS, the City received a Transportation and Growth Management
Grant to develop the Highway 99E Transportation Corridor Plan, and
WHEREAS, the Council conducted a workshop on December 20, 2010 during
which the project consultant provided an overview of the 99E project and elicited
an overall vision for the corridor, as well as the Highway 99E Corridor Plan Vision
and Guiding Principles, NOW, THEREFORE
THE CITY OF WOODBURN RESOLVES AS FOLLOWS:
Section 1. The City Council endorses the Highway 99E Corridor Plan Vision and
Guiding Principles.
Section 2. A copy of the Highway 99E Corridor Plan Vision and Guiding Principles
are attached hereto as Exhibit "A" and are incorporated herein.

Vision Statement
Highway 99E is a vibrant, safe and sustainable business district easily accessible to shoppers
traveling by car, bike or on foot. The corridor is aesthetically pleasing and provides opportunities
for business interaction with adjacent neighborhoods, the greater Woodburn community, and
those travelling on Highway 99E. All traffic moves efficiently, safely, and at reasonable speeds
both within and through the corridor.
Guiding Principles for the Highway 99E Corridor Plan
Economic Development:
The physical environment and viability of businesses along the Highway 99E Corridor is
supported and enhanced by the Corridor Plan recommendations. The project
recommendations facilitate the revitalization of the corridor as a viable, safe, and
sustainable business district
Motor Vehicle Mobility & Safety
Highway 99E is a designated State Regional Highway and Truck Route. Improvement
strategies in the corridor will recognize and support this function for through and freight
traffic using the corridor.
Competing Highway 99E transportation needs are balanced through land use and
transportation strategies that guide future development, property access, and
improvements within the corridor.
Corridor Aesthetics
The Corridor Plan provides guidance and recommendations on how the visual appearance
of the Highway 99E Corridor can be improved overtime through land use, design and
streetscape strategies and enhancements.

Nelahborhood Connections
Key east -west connections to adjacent residential neighborhoods are identified and methods
to improve access and connectivity between neighborhoods and the Highway 99E Business

Recommended improvements in the Highway 99E Corridor include pedestrian / bicycle
enhancements that improve safety, reduce potential conflicts, and provide an improved
physical environment for these activities.
