0:01 OATH OF OFFICE AND ELECTION
A) Recorder Shearer administered the Oath of Office to the Mayor and the Councilors
for Wards III, IV, & V.
B) Pugh /Cox... nominate Councilor McCallum as Council President. The motion
passed unanimously.
0:06 ANNOUNCEMENTS
• Holiday Closures:
o Christmas - City Hall will close at noon on December 23` and will reopen for
regular business hours on December 27`". The Aquatic Center will be closed
December 24 and 25` The Library will close December at noon on 23` and
will resume normal business hours on December 26`
• o New Year — City Hall will be closed December 31 The Aquatic Center will be
open on December 31 from 5:30 am — 3:30 pm and closed on January 1 The
Library will be closed December 31 and January 1

Mayor Figley proposed the following reappointments to City Boards and Planning
Commission:

0:09 COMMUNITY /GOVERNMENT REPORTS
A. Chamber of Commerce — Don Judson, Executive Director provided an update of
upcoming Chamber events. He also encouraged passage of the sign code ordinance
and expressed concern about the proposed closure of the Mill St railroad crossing.
Kristen Graybeal of Woodburn Area Tourism provided the required annual report on
Tourism activities to Council.
B. Woodburn School District — David Bautista, Superintendent discussed proficiency
based classes and a meeting with the Mayor and the Gates Foundation regarding the
possibility of the Woodburn School District being selected for a Gates Foundation
program.
0:1 s PRESENTATION
A. City Administrator Derickson and Community Services Director Row gave a
presentation on the Aquatic Center Turnaround Project. J.P. Moss of Swim
Essentials provided additional information regarding his report recommending
changes at the Aquatic Center. He also responded to questions from Council
regarding impacts on different user groups, study methodology, and potential
programmatic changes.
B. Mayor Figley invited those members of the public who wished to speak about the
Aquatic Center Turnaround Project. Mark Prewitt, of 443 Willow in Woodburn, had
concerns about whether the consultant fully understands the unique demographics in
Woodburn and has concerns about the facility itself. Sandra Mast of 2770 J St,
Hubbard has concerns about extreme staffing changes proposed and spoke about the
benefits the Aquatic Center provide to her. Frank Waite of 9338 Crosby Rd in
Woodburn also spoke of the benefit the Aquatic Center provides and his satisfaction
with the center and the staff. Linda Mayor of 914 Meadowvale Ln in Woodburn
spoke of her annual membership and her observations of the Aquatic Center
operations and patrons. Frank Schindler of 2540 Meadow Lane also spoke of the
benefits of the Aquatic Center.

C. City Administrator Derickson clarified the City's goals and objectives regarding the
Aquatic Center. Mr. Moss provided additional clarification regarding the suggestions
and recommendations contained in his report. Council discussed their goals and
objectives for the project.

A. Richard Jennings commended Council on the work accomplished by Council and
Staff in 2010.

B. Approve the Woodburn City Council minutes of November 22, 2010,
C. accept the Aquatic Center Turnaround Project report,
D. accept Crime Statistics through November 2010 report.
McCallum/Pugh... adopt the Consent Agenda.
2:18 COUNCIL BILL NO. 2847 — AN ORDINANCE AMENDING ORDINANCE 2313
THE WOODBURN DEVELOPMENT ORDINANCE, TO ADD NEW SIGN
REGULATION PROVISIONS
Cox/McCallum...rescind previous motion of November 22, 2010 to delay action on
Council Bill No. 2847 pending inclusion of amortization provisions. Council discussed
the merits of proceeding with the ordinance as presented and deal with the amortization
issue separately. Motion passed unanimously. On roll call vote for final passage, the bill
passed unanimously. Mayor Figley declared Council Bill No. 2847 duly passed.
2:25 COUNCIL BILL NO. 2850 — A RESOLUTION INITIATING A LEGISLATIVE
AMENDMENT TO THE WOODBURN DEVELOPMENT ORDINANCE TO ADD
SIGN AMORTIZATION PROVISIONS TO THE CITY SIGN REGULATIONS
McCallum introduced Council Bill 2850. Recorder Shearer read the bill by title only
since there were no objections from the Council. On roll call vote for final passage, the
bill passed unanimously. Mayor Figley declared Council Bill No. 2850 duly passed.
2:26 COUNCIL BILL NO. 2851 — A RESOLUTION ESTABLISHING RATES AND
CHARGES FOR AMBULANCE SERVICES IN ACCORDANCE WITH THE
FRANCHISE GRANTED TO WOODBURN AMBULANCE SERVICE, INC. AND
REPEALING RESOLUTION 1824.
McCallum introduced Council Bill 2851. Recorder Shearer read the bill by title only
since there were no objections from the Council. On roll call vote for final passage, the
bill passed unanimously. Mayor Figley declared Council Bill No. 2851 duly passed.
2:27 CANCELLATION OF DECEMBER 27, 2010 COUNCIL MEETING &
RESCHEDULE JANUARY MEETING TO JANUARY 11, 2010
Cox/Lonergan... cancel the scheduled December 27, 2010 Council Meeting and
reschedule the regularly scheduled January 10, 2010 meeting to January 11, 2010. The
motion passed unanimously.

Council declined to call these items up for review.
2:31 CITY ADMINISTRATOR'S REPORT
A. City Administrator briefed Council on his holiday leave schedule.
B. December 20 work session for the 99E advisory committee is scheduled.
C. Another E -Blurb will be issued shortly
2:37 MAYOR AND COUNCIL REPORTS
• Council exchanged holiday good wishes.
• Council Lonergan spoke of visiting Judiciary Square in Washington D.C. where
fallen police officers are memorialized.
• Councilor McCallum spoke of the memorial held at West Coast Bank
• Councilor Morris spoke of the Tree Lighting.

Lonergan/McCallum... meeting be adjourned. The motion passed unanimously.
