Interchange Project Update — ODOT: Alan Fox, Project manager for ODOT updated
Council on the current status of the Interchange Project. He reported that due to backlogs
in ODOT's contracting program the start of the Interchange Project has been delayed by
approximately 1 year; it is now estimated to commence in 2013. He also indicated that
the project funding is not completely in place at this tune. He also provided updates on
the Aesthetic Advisory Committee and the Transit Facility plan.
0:31 COMMITTEE REPORTS
A. Chamber of Commerce — Don Judson, Executive Director of the Woodburn Area
Chamber of Commerce provided an overview of upcoming chamber events and
activities. He also announced the appointment of Elida Sifuentez as co -chair of the
Fiesta committee and made a public request for volunteers to participate in the
planning of the next Fiesta.
B. Woodburn School District — David Bautista, Superintendent of the Woodburn School
District reported on the organizational assessment performed for the District and the
opportunities for the public to learn the results of the assessment. He also reported
that the Oregon Association of Latino Administrators will be holding its annual
conference in Woodburn at Woodburn High School next year.

A. approve the Woodburn City Council minutes of September 13, 2010,
B. approve the Woodburn City Council minutes of September 27, 2010,
C. approve the Woodburn City Council Executive Session minutes of September 27,
2010,
D. accept the Crime Statistics report through September 2010; and
E. recommend that the OLCC approve an application for Chavitas Foods.
Council wished to deal with item E. as a separate action after questions regarding
ownership and discussion of the proposed compliance plan with Police Chief Russell and
Captain Garrett. Cox/McCallum... recommend that OLCC approve the application for
Chavitas Foods. The motion passed unanimously.
McCallum/Pugh... adopt the remainder of the Consent Agenda. The motion passed
unanimously.
0:48 COUNCIL BILL 2839: ORDINANCE AMENDING THE WOODBURN ZONING
MAP TO EXPAND THE NEIGHBORHOOD CONSERVATION OVERLAY
DISTRICT
Council Bill 2839 was read twice at the September 27, 2010 meeting but failed to pass
unanimously. On roll call vote for final passage, the bill passed unanimously. Mayor
Figley declared Council Bill No. 2839 duly passed.
0:49 COUNCIL BILL 2842: A RESOLUTION SUPPORTING THE WOODBURN
MUNICIPAL COURT'S "FIX -IT TICKET" PROGRAM FOR TRAFFIC
VIOLATIONS; ACKNOWLEDGING THAT THE COURT HAS THE
AUTHORITY TO ESTABLISH THIS PROGRAM; AND SETTING AN
ADMINISTRATIVE FEE
McCallum introduced Council Bill No. 2842. Recorder Shearer read the bill by title
only since there were no objections from the Council. Municipal Court Judge Zyryanoff
provided an overview on the operation of this program and answered questions by
Council. Ted Seledkov of 8350 Redwood Ln testified that he felt the administrative fee
was unfair. Council discussed the need for the fee as a partial cost recovery for the
program. On roll call vote for final passage, the bill passed 4 -1, with Councilor Morris
voting no. Mayor Figley declared Council Bill No. 2842 duly passed.
1: 05 COUNCIL BILL 2843: A RESOLUTION DESIGNATING AUTHORIZED
CONTACTS FOR PENSION PLAN ADMINISTRATOR
McCallum introduced Council Bill No. 2843. Recorder Shearer read the bill by title
only since there were no objections from the Council. On roll call vote for final passage,
the bill passed unanimously. Mayor Figley declared Council Bill No. 2843 duly passed.

1:06 NORTH TRUNK SEWER LINE CONTRACT BRIEFING
City Administrator Derickson provided Council with an update of the project including
the termination of the contract with Northstar Associates and the emergency award of a
contract to John Rice Excavation to complete the project. No action was required for this
item.
107 PLANNING COMMISSION APPROVAL OF CASES DR 2010 -05, EXCP 2010 -04,
VAR 2010 -04 FOR WILBUR -ELLIS COMPANY DBA WOODBURN
FERTILIZER
Council declined to call this item up for review.
1:08 CITY ADMINISTRATOR'S REPORT
A. City Administrator did not have any items to report.
1:08 MAYOR AND COUNCIL REPORTS
• Councilor Lonergan expressed concern over the aesthetic appearance of the public
property near the entry points to the City. He would like the City to explore options
to make these locations more attractive and inviting. Councilor McCallum supported
this suggestion and also suggested involving service groups and organizations to
assist in this effort. Councilors Pugh & Morris also supported this suggestion.
Councilor Morris suggested the High School agriculture class may be a resource.
Councilor Cox also commented on the lack of landscaping in the crosswalk at the
High School. He would like to see that planter landscaped and maintained.
• Councilor McCallum requested a status update on the Taxicab ordinance
implementation. City Administrator Derickson reported that the implementation has
been completed and is going smoothly. Councilor McCallum commended staff and
the taxicab operators for their cooperation in making this effort successful.
• Mayor Figley invited dog lovers to attend the opening of Woodburn's first dog park at
Centennial Park. Councilor Cox reported that he had received many positive
comments about the opening of the dog park.
• Councilor Cox reminded the public of the upcoming election and encouraged
everyone to vote.
• Councilor Lonergan commended staff on the 5 Street Improvements Open House.
1:24 EXECUTIVE SESSION:
Mayor Figley entertained a motion to adjourn into executive session under the authority
of ORS 192.660(2)(h) & (f). CoxfMcCallum...adjourn to executive session under the
statutory authority cited by the Mayor. The motion passed unanimously.
The Council adjourned to executive session at 8:35 pm and reconvened at 8:40 pm.
Mayor Figley stated that no action was taken by the Council while in executive session.
