McCallum /Lonergan...accept Mayor's appointments to the 99E Citizen Advisory
Committee. The motion passed unanimously.
0:05 PRESENTATIONS
A. (0:05) Transit Plan Update — Public Works Director Brown provided a presentation on
the transit plan update (included by reference). Councilor Cox generally supports
having a Transit program in Woodburn and appreciates the study. He would like to
see a definitive plan based on this study to be amended into the comprehensive plan
rather than simply adopting this study into the comprehensive plan. Councilor
McCallum agrees with Councilor Cox's statement. He would also like to see the City
pursue more cooperative opportunities with other jurisdictions. Director Brown
added that many actions will be dictated by available revenue. Councilor Pugh
pointed out that State and Federal grant requirements also limit our transit options.
City Administrator Derickson pointed out that any plan brought back to Council for
inclusion in the comprehensive plan would need to be flexible enough to meet all of
the requirements associated with the various revenue sources and would need to
minimize the necessity for plan amendments, as that is a difficult and time consuming
process. He also noted that it is unlikely that enhanced or additional General Fund
support for this program will be possible in the immediate future. Mayor Figley
would like staff to focus on relatively minor or incremental changes that are projected
to increase ridership, such as increases in operating hours and better connectivity with
Cherriots and SMART systems in Salem and Canby respectively. Councilor Morris

questioned whether smaller busses could be used instead of the larger busses.
Director Brown explained the reasoning behind the programming. He stated that it is
Council's job to provide direction to staff regarding the plan. Director Brown
summarized the staff's plan to provide an executive summary to Council and
addressed some public concerns about the continuation of the transit program in
Woodburn. Councilor Schmidt had concerns about the accuracy of figures in
appendix C.
B. (1:19) Chamber of Commerce 2010 WAT Program — Kristin Graybeal of the
Woodburn Area Chamber of Commerce provided an overview of the Woodburn Area
Tourism plan and financials.
1:35 COUNCIL BILL 2839: ORDINANCE AMENDING THE WOODBURN ZONING
MAP TO EXPAND THE NEIGHBORHOOD CONSERVATION OVERLAY
DISTRICT
McCallum introduced Council Bill No. 2839. Recorder Shearer read the bill by title
only since there were no objections from the Council. On roll call vote for final passage
the vote was 5 -1, with Councilor Schmidt voting no. Mayor Figley set aside Council Bill
2839 to be revisited at Council's next meeting as the vote was not unanimous.
1:40 COUNCIL BILL 2840: AN ORDINANCE AMENDING ORDINANCE 2434 (THE
ANIMAL CONTROL ORDINANCE) TO PROVIDE FOR DOGS TO BE OFF -
LEASH IN DESIGNATED AREAS
McCallum introduced Council Bill No. 2840. Recorder Shearer read the bill by title
only since there were no objections from the Council. On roll call vote for final passage,
the bill passed unanimously. Mayor Figley declared Council Bill No. 2840 duly passed.
1:46 COUNCIL BILL 2841: AN ORDINANCE AMENDING ORDINANCE 2060 (THE
PARK REGULATIONS ORDINANCE) TO PROVIDE FOR OFF -LEASH DOG
AREAS.
McCallum introduced Council Bill No. 2841. Recorder Shearer read the bill by title
only since there were no objections from the Council. On roll call vote for final passage,
the bill passed unanimously. Mayor Figley declared Council Bill No. 2841 duly passed.
1:47 CROSSWALK INSTALLATION AT THE INTERSECTION OF N. BOONES
FERRY ROAD, CONSTITUTION AVENUE, AND TUKWILA DRIVE
Lonergan /Pugh... authorize the installation of Crosswalk striping east to west on
Boones Ferry Road from the South side of Tukwila Drive to Constitution Avenue. The
motion passed unanimously.
1:48 ACCEPTANCE OF PUBLIC UTILITY EASEMENT WITHIN A PORTION OF
LOT 2, MID - VALLEY PLAZA, (TAX LOT 051W08A05400)
Cox/Lonergan... accept a portion of a 16 foot Public Utility Easement for City water
facilities granted by Mid - Valley Plaza LLC, property owners of Lot 2, Mid - Valley Plaza,

Woodburn, OR 97071(Tax Lot 051W08A05400). The motion passed unanimously.
1:49 CITY ADMINISTRATOR'S REPORT
A. City Administrator Derickson and Councilor Morris attended the League of Oregon
Cities conference.
B. Another E -Blurb will be issued this week.
C. City Administrator Derickson provided an update on the Centennial Park project
noting that there had been questions from some Council members about the project.
He reported that the project is on track, projects to be $50,000 under budget, and
under the engineer's estimate by about $452,000. There were some unforeseen issues
and it has been a difficult contracting environment, but the City has successfully
worked through those issues. Final walk through was completed last week and staff
is looking forward to planning a grand opening event.
1:51 MAYOR AND COUNCIL REPORTS
• Councilor McCallum congratulated staff on the Centennial Park project and stated
that it was a long time coming.
• Mayor Figley reported on the Marion County Commission hearing that she and staff
participated in and was happy with the results.
• Councilor Schmidt stated that he had concerns about the Centennial Park project
contracting and change order management process.
• Councilor Cox also had concerns about the Centennial Park project but is now
satisfied with the answers and explanations he received.
• Councilor Morris reported on his attendance at the League of Oregon Cities
conference.
2:07 EXECUTIVE SESSION:
Mayor Figley entertained a motion to adjourn into executive session under the authority
of ORS 192.660(2)(i). Lonergan/Pugh...adjourn to executive session under the
statutory authority cited by the Mayor. The motion passed unanimously.
The Council adjourned to executive session at 9:10 pm and reconvened at 9:50 pm.
Mayor Figley stated that no action was taken by the Council while in executive session.
