CONVENED: The meeting convened at 7:00 p.m. with Mayor Figley presiding. Page 1 -Council Meeting Minutes, May 24, 2010 COUNCIL MEETING MINUTES May 24, 2010 HR:MN 0:02 CONSENT AGENDA: A. approve the Woodburn City Council minutes of May 10, 2010; B. approve the Woodburn City Council Executive Session minutes of May 10, 2010; C. approve the Woodburn Park and Recreation Board Minutes of May 11, 2010; D. approve the Woodburn Planning Commission minutes of Apri122, 2010; E. accept the Community Services Department Statistics report for April 2010; Councilor Lonergan requested a correction to the roll call for the Executive Session minutes of May 10, 2010 to show that he was present for the session, not absent as the draft incorrectly indicates. Cox/Morris... adopt the Consent Agenda as modified. The motion passed unanimously. o:os TABLED BUSINES: A. Council Bi112814 - A Resolution modifying the Business Assistance Loan Program guidelines remained on the table. 0:06 COUNCIL BILL N0.2829 - A RESOLUTION AUTHORIZING THE AMENDEMENT OF A COLLECTIVE BARGAINING AGREEMENT WITH THE AMERICAN FEDERATION OF STATE, COUNTY, AND MUNICIPAL EMPLOYEES (AFSCME) LOCAL 642 WHICH BECAME EFFECTIVE ON JULY 1, 2009 AND EXPIRES ON JUNE 30, 2012. McCallum introduced Council Bill No. 2829. Recorder Shearer read the bill by title only since there were no objections from the Council. On roll call vote for final passage, the bill passed 4-0 with Councilor Schmidt abstaining. Mayor Figley declared Council Bill No. 2829 duly passed. o:o~ MEMORANDUM OF UNDERSTANDING WITH THE FEDERAL BUREAU OF INVESTIGATION FOR THE SAFE STREETS TASK FORCE Lonergan/Schmidt ...authorize the Police Chief to execute a Memorandum of Understanding with the Federal Bureau of Investigation for the Safe Streets Task Force. Councilor Cox expressed concern that the City is relinquishing authority and control to the FBI. The motion passed 4-1, with Councilor Cox voting nay. o:~s ACCEPTANCE OF PUBLIC UTILITY EASEMENT ALONG FRONTAGE OF 1002 N BOONES FERRY ROAD (TAX LOT OS1W07CA00400) Cox/Lonergan ...accept a five foot Public Utility Easement granted by Legacy Health, property owners of 1002 N Boones Ferry Road in Woodburn, Oregon. The motion passed unanimously. 0:~6 TEEN CENTER AGREEMENT Lonergan/McCallum ...authorize the City Administrator to enter into a management agreement with the Boys and Girls Club of Salem, Marion and Polk Counties. Council discussed the proposed program and fundraising efforts with staff. The motion passed unanimously. The motion passed unanimously. o:3i PLANNING COMMISSION APPROVAL OF KALUGIN ESTATES SUBDIVISION The Council declined to call this item up for review. o:3z CITY ADMINISTRATOR'S REPORT: A. City Administrator Derickson requested clarification regarding Council's preferred treatment of Liquor License applications on the agenda (consent vs. separate item). Council indicated that they prefer to have Liquor License applications presented as separate agenda items. B. Concession stand at Centennial Park will remain in center of ballfield complex C. Mexican Fiesta committee will provide a report at June 14 meeting. D. E-Blurb update issued last week. 0:36 MAYOR AND COUNCIL REPORTS: • Councilor McCallum updated Council on the Relay for Life sponsorship. • Councilor Schmidt had a question regarding child behavior in a roadway. Chief Russell provided options for resolution. • Councilor Morris reported that June 4t" is Graduation Day at Woodburn High School. • Mayor Figley reported on training attended on the Main Street program. • Councilor Cox requested an update on the Business Loan program.
