Dear Council,
I have three main points to address with regard to the 5`h Street project.
1- The distribution of traffic once it reaches Harrison Street was not addressed to my
satisfaction. Where will the traffic go?
2- The proximity of the proposed street is too closed to existing buildings
3- There is reason to believe that a stop light at HWY 214 and 5`h/Meridian could be approved
without opening 5th street.
Aside from the above mentioned, the livability of the neighborhoods that border on 5`" street will be
greatly diminished.
I would like to have you note the table on pa~e 6 or 14 of the Agenda Packet. Only 4 of the CAC
member recommended the 2 way street on 5` as a First Preference. Ten members recommended the
one way as a Second Preference. (I feel that those numbers show willingness to compromise.) Yet,
the 2 way street is the option being offered for the Council's approval. It doesn't have to be the option
the Council accepts.
I feel it was a waste of the City's money, and the time of the CAC members, to have the CAC
meetings and offer out different options that the City had no intention of building. The City had
already decided on 2 way street option. After four meetings, I did not have much more information
then when the meetings started.
I went into CAC process thinking that we might have some impact on the 5th Street project. I don't
think that happened. The CAC was designed to try and persuade those involve that what was already a
"done deal" should make us happy. The option that would be offered to the Council was a done deal.
We didn't impact that. In the future citizens should know that the Citizens Advisory Committee is to
advise citizens of what is going to done, not to have citizens advise the City of what they would like to
have done.
Please consider the no build option or requesting different build options from the Public Works
Department.

Dear Mayor Figley:
It is with great sadness and disappointment that I write this letter to you.
While not an "official" community member of Woodburn, we decided to enroll our girls (age 6
and 7) at St. Luke Catholic School in Woodburn. This decision was nut made lightly. We
investigated several public and private schools and considered everything from our drive time to
the community as a whole. St. Luke's school and church were very impressive to us. In addition,
my husband has worked in Woodburn, first for Les Schwab then for United Disposal for over 15
years and I too worked in Woodburn and have done business there for many years. All in all it
seemed like a good choice.
This has all been diminished by the bad taste we now have for the members of your office who
handled the 5th Street expansion in the way it has been handled. After much well delivered
opposition to this expansion handed to your office by the community members of Woodburn and
your own staff, you chose to move forward with this project. I have searched your website for,
literally, hours and cannot find any reference to alternative options that do not include 5th street,
significant reasons why this expansion needs to be completed or considerations to unanswered
questions by the CAC; please refer to the minutes from the November Open Houses and CAC
meeting minutes. However, after spending my time reviewing the documents and coir~ments by
the CAC staff and community members, a few things are very clear. This project is money
driven (funds by ODOT coming your way) and the negative comments fell on deaf ears.
I encourage you to review how this «~ill impact those in your community. May I remind you that
St. Luke Parish and school have been members of your community since 1901 and 1903,
respectively? What message are you sending the most vulnerable of our community members -
we don't care how this will impact you - it is a must do for Woodburn? Have you been taking
cues from our President?
I would hope you might learn from past experiences (in particular, the "upgrade" to the IS off
and on ramps which put several businesses out of business) rather than make the same mistakes
over and over. Boarded up windows or empty lots are not appealing to any city or community
member.
Please reconsider this decision or in the least try to mitigate the impact it will have on our school,
children and community members!

Honorable Mayor and City Council:
This letter is provided in support of the proposed changes to 5th Street, now before you for
consideration.
Opening adead-end street to thru motor vehicle traffic may not appear, on the face of it, to be
advantageous to pedestrians and bicyclists, but the benefits are many.
Connectivity is a leading indicator of walk-ability and bike-ability. Increasing route choices
improves mobility for all modes. When just a few streets connect those corridors become wide
and dense with motor vehicle traffic and they become barriers to bicycling and walking. Opening
dead end streets disperses motor vehicle traffic and improves pedestrian and bicyclist route
choices.
Opening 5th Street to motor vehicle traffic is the only way to attempt to meet traffic signal
warrants at Hwy 214. A signal at 5th and Hwy 214 will assist bicyclists and pedestrian in
crossing the highway. Perhaps less obvious will be the benefits to pedestrians, bicyclists and
motor vehicle drivers at Settlemeir and Hwy 214. Providing another crossing opportunity and
outlet for these neighborhoods will reduce congestion at this intersection, with obvious
advantages.
Speed control on all roadways benefits pedestrians and bicyclists, but is perhaps even more
important when opening a dead end street to thru motor vehicle traffic. Keeping motor vehicle
travel speeds below 25 MPH has enormous safety benefits for bicyclists, pedestrian and drivers,
and is, I believe, key to mitigating the impacts to 5th Street residents. The risk of injury is
markedly decreased, as is crash likelihood. Additionally, drivers exhibit better looking behavior
and awareness of bicyclists and walkers when speeds are kept low. Some important
considerations for speed control are:
Keeping the motor vehicle travel lanes narrow.
Allowing on street parking - if it is expected to be utilized. Unutilized on-street
parking increases motor vehicle travel speeds - as the roadway appears wide and
open. On street parking also provides a buffer between the travel lane and the
sidewalk.

Using a shared lane treatment for bicyclists. The projected motor vehicle travel
volumes and travel speeds classify 5` Street as a shared travel lane, per the Oregon
Bicycle and Pedestrian Plan. Adding bike lanes would likely increase travel speeds.

Providing curb and sidewalks will further serve to communicate to drivers that
pedestrians are to be expected. Curb and sidewalk also helps to localize driveway
conflicts.
I know this is a difficult decision, and the impacts to current 5`h Street residents must be
considered. I believe the advantages will be community wide and with proper speed control, the
impacts to the adjacent properties can be lessened.

We aze writing to state our disappointment in the vote to open 5th Street. It was very
obvious at the meeting that it was already decided before the voices were heazd. With a
crowd that was very much against the opening, they were not "listened" to. To have over
2,00 signatures of a church that is so affected by this decision and to have them ignored.
We felt that the reading of the letter about the disrepair of 5~' Street was use of
"political" tactics. Of course a street can be in disrepair when you, the city, neglect it
because of your long range goal being to open the street as was stated in the meeting. It
was stated that this opening was for the good of the City and residents-where were these
residents to speak for this good. We heazd one that lived in Woodburn and one that
worked here.
We know that it has been a process up to this point, but the plan you had was always the
way it was going to be. To real necessity to have a light on Hwy 214 at Meridian was
not really proved. Alight at Hwy 214 and Pazk is of much more necessity. Another
point the fire department was much in favor of this light.. We feel that the fire
department would reach a location like St Luke by going down Settlemier to Harrison
much more efficient than to another light and all down 5~' St.
Fifth Street is a residential azea and we can see no value to making it a thoroughfare.
It was stated public safety, traffic connectivity, reduce congestion, and providing an
alternative route. It will add to being unsafe, by having congestion in a residential area.
The connectivity and alternate routes is uncleaz. We have Pazk, Front and Settlemier and
even Leasure, Evergreen and OrgeonWay already connecting downtown
It is very clear to us that the PEOPLE were not listened to or even considered.

Thank you for your consideration. I would like to briefly address the Fifth Street (Opening) Project.
Over the course of the last few weeks I have made it a point to speak with some of my business
neighbors on Glatt Circle and Meridian Drive about the opening of Fifth street to the highway. To a
person, they all felt that it was in their best interest and the interest of the city to have that pathway to
downtown opened and a signal at the intersection. However, most were careful to point out that they
would not come to speak in favor of this project because of the opposition by St. Luke's Church and
school. They feel they would lose clientele by opposing the position of the church.
I do understand the concern that the trees along Fifth by the school will either be removed or, if not
removed, will die due to the widening of the street. They are a nice buffer for the school and
reasonable efforts should be made to keep them healthy.
I ask that the Council remember that this plan has been "on the books" for a very long time. We have
just completed a very dramatic improvement of our downtown. We all want to see new businesses get
started. For that to happen we need traffic downtown. Yep, that old bugaboo -traffic. Without good
numbers, good accessibility, no new business will locate in our downtown - trafi:fc counts drive the
market. Fifth Street will offer an alternative to the residents of the city.
I urge the City Council to go forward with the plan to open Fifth street.
