Ordinance 1912COUNCIL BILL N0. 859 ORDINANCE NO. 1912 AN ORDINANCE PROPOSING A LEVY OF TAX OUTSIDE THE LIMITATION IMPOSED BY ARTICLE XI, SECTION 11, SUBSECTION (1) OF THE OREGON CONSTITUTION AGAINST THE TAXABLE PROPERTY IN THE CITY OF WOODBURN IN THE AMOUNT OF $822,185.00 FOR THE FISCAL YEAR 1985-86a AUTHORIZING THE EXPENDITURE OF MONIES DERIVED THEREFROM FOR. THE BUDGET FOR THE FISCAL YEAR BEGINNING JULY 1, 1985; CALLING FOR A SPECIAL ELECTION AT WHICH SUCH LEVY OF TAX SHALL BE SUBMITTED TO THE LEGAL ELECTORS OF THE CITY OF WOODBURN; AND DECLARING AN EMERGENCY. THE CITY OF WOODBURN ORDAINS AS FOLLOWS: Section 1. That the City Council of the City of Woodburn hereby proposed a levy of tax outside the limitation imposed by Article XI, Section 11, Subsection (1) of the Oregon Constitution in the amount of $822,185.00 for the fiscal year 1985-86 for the purpose of applying said sum to the budget for fiscal year 1985-86. Section 2. That the proposed levy of tax shall be submitted to the legal electors of said City at a special election on May 21, 1985, which is hereby called to be held therein in accordance with the laws of the State of Oregon and the Charter of said City governing elections. Section 3. That the form in which said questions shall be submitted to the electors of said City on the official ballot at such special election shall be as follows: (see attached Exhibit A). Section 4. This ordinance being necessary for the immediate preservation of the public peace, health and, safety, an emergency is declared to exist and this ordinance shall take. effect immediately upon passage by the Council and approval by the Mayor. EXPLANATION: The City's tax base for 1985-86 is $123,456, therefore, it is necessary to request a one-year tax levy to provide for continuation of city services in the General Fund, Street Light Fund, .and Transit Fund. A summary of taxes requested in this measure is as follows: General Fund $673,769 Street Light Fund 96,230 Transit Fund 52,186 $822,185 The General Fund provides funding for Police and Emergency Dispatch services, Senior Programs, Municipal Court, City Attorney's Office, Administration, and City Hall maintenance. The level of services within the General Fund, except for the Finance Department which is budgeted for at a reduced level, are the same as provided to the community during the current fiscal year. This measure will also provide for street light operational costs and the continuation of six-day bus service within the community.
