ORDINANCE N0. 1919
AN ORDINANCE ACCEPTING A GRANT RECEIVED DURING THE FISCAL YEAR 1985-86, MAKING
APPROPRIATIONS, AND DECLARING AN EMERGENCY.
WHEREAS, ORS 294.326(2) provides for the expenditure of grants transferred
to a municipal corporation for specific purposes in the year of receipt, and
WHEREAS, the City of Woodburn received a grant from the Oregon State
Economic Development Department and the Oregon State Intergovernmental Relations
Divison, and
WHEREAS, the funds under this grant will be loaned by the City of Woodburn
to Grace Village Associates, an Oregon limited partnership, for the purpose of
purchasing land for a life care facility which will bolster the local economy and
provide new jobs in the local area, NOW, THEREFORE,
THE CITY OF WOODBURN ORDAINS AS FOLLOWS:
Section 1. That appropriations be established and increased for the
fiscal year 1985-86 as follovrs:
REVENUES
Economic Development Revolving Loan Fund:
Economic Development Grant $252,297.00
Interest on loan to Grace Village 9,187.00
Total Economic Development
Revolving Loan Fund $261,484.00
TOTAL REVENUES $261,484.00
EXPENDITURES
Economic Development Loan Fund:
Materials and Services $ 7,297.00
Capital Outlay 245,000.00
Unappropriated Balance 9,187.00
Total Economic Development

Section 2. That the amounts outlined in Section 1 are hereby authorized
to be appropriated for their specific purpose.
Section 3. This ordinance being necessary for the immediate preser-
vation of the public peace, health and safety, in that expenditures for the program
cannot be made until appropriations are adopted, an emergency is declared to exist
and this ordinance shall take effect immediately upon passage by the Council and
approval by the Mayor.
