ORDINANCE N0. 1946
AN ORDINANCE AMENDING ORDINANCE 1865 AND DECLARING AN EMERGENCY.
WHEREAS, Ordinance No. 1865 established a Citizen's Review
Commission and set forth appropriate duties and procedures; and
WHEREAS, it is necessary to •review and update said ordinance
provisions as previously incorporated through ordinance amendments no. 1895
and 1926, and
WHEREAS, the Citizen's Review Commission currently desires to
supplement its review duties with the function of promoting positive community
relations; and
WHEREAS, the Woodburn City Council is supportive of such pro-active
involvement in community relations; NOW, THEREFORE,
THE CITY OF WOODBURN ORDAINS AS FOLLOWS:
Section 1. Section 2, °O~d'iinance No. 1865 is amended to read
as follows:
Section 2. Purpose. The Commission shall review and monitor
departmental policy and procedures. It shall also hear appeals
of complaints submitted by residents of the City of Woodburn.
The Commission gay= also promote improved communication,
understanding, and cooperation between all racial, ethnic, and
religious groups.
Section 2. This ordinance being necessary for the preservation
of the public peace, health, and safety, an emergency is declared to exist
and this ordinance shall take effect immediately upon passage by the Council.
