Ordinance 1958COUNCIL BILL NO. 958 ORDINANCE NO. 1958 AN ORDINANCE PROVIDING FOR THE CALLING OF A CITY TAX BASE ELECTION IN THE CITY OF WOODBURN, OREGON, ON NOVEMBER 4, 1986, FOR THE PURPOSE OF SUBMITTING TO THE LEGAL VOTERS OF THE CITY OF WOODBURN, OREGON, THE QUESTION OF ESTABLISHING A NEW TAX BASE IN THE AMOUNT OF $1,061,020.00 AND DECLARING AN EMERGENCY. WHEREAS, the City Council of the City of Woodburn, Oregon, has determined that a new tax base should be established as authorized by Article XI, Section 11, Oregon Constitution, in order to permit the proper operation of the city affairs within the limitation contained in Section 11, Article XI, Oregon Constitution; and WHEREAS, in order to comply with Oregon Revised Statutes 310.135, it is necessary to submit the question of establishing a new tax base to the legal voters of the City of Woodburn, Oregon; now, therefore, THE CITY OF WOODBURN ORDAINS AS FOLLOWS: Section 1. DATE OF ELECTION. The proposition set forth in Exhibit A, attached hereto and incorporated herein by reference, shall be submitted in the manner prescribed in this ordinance to the legal voters of the City of Woodburn, Oregon, at a City Tax Base election to be held on Tuesday, November 4, 1986. Section 2. FORM OF PROPOSITION. Said election shall be held in accordance with the applicable provisions of law. The appropriate notices shall be given as provided by applicable law. There is a regular Statewide Election being held in the State of Oregon on Tuesday, November 4, 1986, and this City Tax Base election is called to be held concurrently therewith and as a part thereof. Section 4. EMERGENCY CLAUSE. This ordinance being necessary for the public peace, health and safety, in that this ordinance must be promptly submitted to the County Clerk to meet legal deadlines, an emergency is declared to exist and this ordinance shall take effect immediately upon passage by the Council and approval by the Mayor. EXPLANATION: This request for a new tax base would replace the current tax base of $130,863. The new tax base would maintain taxes needed for next year at the same dollar amount as this year with no increases, not even for inflation or growth in the 1987-88 fiscal year. A tax base represents the amount of tax money needed to support general operations without a special levy election for such purposes. A tax base provides a level of funding reflective of the community's desire for consistency and stability in the ability to provide municipal services. The new tax base will provide financial stability to the General, Street Light, and Transit Funds to support the continuation of present services to the citizens of Woodburn. These services include Public Safety, RSVP, Dial-a-Ride, Municipal Court, Administration, Street Lights, and Bus service.
