ORDINANCE N0. 1964
AN ORDINANCE CREATING A CENTENNIAL COMMISSION, DEFINING ITS DUTIES AND
RESPONSIBILITIES, AND DECLARING AN EMERGENCY
WHEREAS, the City of Woodburn is approaching its 100th birthday
of municipal incorporation; and
WHEREAS, the ~Joodburn community desires to participate, plan,
and coordinate a gala Centennial Celebration and Calendar of Events, and
WHEREAS, the Woodburn City Council desires to formalize such
activity direction in an ad hoc committee of community leaders; NObJ,
THEREFORE,
THE CITY OF WOODBURN ORDAINS AS FOLLOWS:
Section 1. PURPOSE. The WOODBURN CENTENNIAL COP~PIISSION is
hereby created to advise, organize, coordinate, and make recommendations
to the Playor and City Council, or when appropriate the City Administrator,
on all matters pertaining to the successful organization and operation
of events and projects leading up to and including the 1989 Centennial
Celebration.
Section 2. Membership. The Commission shall consist of nineteen
(19) members, appointed by the Playor ~vith the approval of the City Council.
Members shall include seventeen (17) members at large who need not be
a resident of the city; plus two (2) members who serve on the City Council.
The Mayor will also serve as an ex-officio member of the Commission. Each
member of the Commission serves at the pleasure of the Playor and City Council
and may be removed vrithout cause or hearing. Plembers may be removed by the
Playor with the consent of the City Council. Terms of office shall be until

sunset expiration of the Centennial Commission as provided elsewhere
in this ordinance. h9embers shall serve without compensation.
Section 3. tieetings. The Commission shall meet at such time
and frequency as the Commission deems appropriate and necessary.
Section 4. Officers. The Commission shall, at its first
meeting, elect a chairperson and such other officers as the Commission
deems appropriate. Officers shall have such duties and authority as
the Commission shall establish, consistent with its rules and regulations,
other provisions of this ordinance, and with any appropriate statutes
or law.
Section 5. Responsibilities. The Commissions shall have
the responsibility for advising, organizing, coordinating, and making
recommendations to the ~9ayor and City Council, or when appropriate the
City Administrator, on all matters pertaining to the planning, organiza-
tion, and operation of events and projects leading up to and including
the 1989 Centennial Celebration.
Section 6. Rules and Regulations. The Commission shall prepare
and adopt reasonable rules and regulations or by-lavas intended to facili-
tate orderly and efficient planning and operation of community involvement
and events pertaining to the centennial celebration.
Section 7. Internal Administrative Policies and Procedures.
The Commission shall when possible operate in conformance with all applic-
able City administrative policies and procedures.

Section 8. Annual Report. The Commission shall make a full
and complete report to the Playor and City Council defining their progress
and activities for the 1989 Centennial Celebration as may be required.
Section 9. Expiration. The Woodburn Centennial Commission
shall complete its responsibilities and cease to exist effective December
31, 1989.
Section 10. This ordinance being necessary for the immediate
preservation of the public peace, health, and safety, an emergency
is declared to exist and this ordinance shall take effect immediately
upon passage by the City Council and approval by the Mayor.
