Ordinance 1966COUNCIL BILL NO. 988 ORDINANCE NO. 1966 AN ORDINANCE PROPOSING A LEVY OF TAX OUTSIDE THE LIMITATION IMPOSED BY ARTICLE XI, SECTION 11, SUBSECTION (1) OF THE OREGON CONSTITUTION AGAINST THE TAXABLE PROPERTY IN THE CITY OF WOODBURN IN THE AMOUNT OF $962,001.00 FOR THE FISCAL YEAR 1987-88; AUTHORIZING THE EXPENDITURE OF MONIES DERIVED THEREFROM FOR THE BUDGET FOR THE FISCAL YEAR BEGINNING JULY 1, 1987; CALLING FOR A SPECIAL ELECTION AT WHICH SUCH LEVY OF TAX SHALL BE SUBMITTED TO THE LEGAL ELECTORS OF THE CITY OF WOODBURN; AND DECLARING AN EMERGENCY. THE CITY OF WOODBURN ORDAINS AS FOLLOWS: Section 1. That the City Council of the City of Woodburn hereby propose a levy of tax outside the limitation imposed by Article XI, Section 11, Subsection (1) of the Oregon Constitution in the amount of $962,001.00 for the purpose of applying said sum to the budget for the fiscal year 1987-88 beginning July 1, 1987. Section 2. That the proposed levy of tax shall be submitted to the legal electors of said City at a special election on March 31, 1987, which is hereby called to be held therein in accordance with the laws of the State of Oregon and the Charter of said City governing elections. Section 3. That the form in which said question shall be submitted to the electors of said City on the official ballot at such special election which is attached as Exhibit "A" and by this reference is incorporated herein. Section 4. This ordinance being necessary for the immediate preser- vation of the public peace, health and safety, an emergency is declared to exist and this ordinance shall take effect immediately upon passage by the Council and approval by the Mayor. EXPLANATION: The City's tax base for fiscal year 1987-88 is $138,715.00, therefore it is necessary to request a one-year tax levy to provide for the continuation of city services in the General Fund, Street Light Fund, and Transit Fund. A summary of taxes requested in this measure is as follows: General Fund $ 840,896.00 Street Light Fund $ 86,561.00 Transit Fund $ 34,544.00 $ 962,001.00 The General Fund provides funding for Police and Emergency Dispatch services, Senior Programs, Municipal Court, City Attorney's office, Administration, and City Hall maintenance. The level of public services within the General Fund will remain essentially the same as those currently being provided to the citizens of our community. This measure will also provide for street light operational costs and the continuation of the six-day bus service within the community.
