ADOPTION OF NEW TAX BASE
QUESTION: Shall the City of Woodburn be authorized a $1,150,000.00 tax base
beginning with Fiscal Year 1988-89?
EXPLANATION: This request for a new tax base would replace the current tax
base of $138,750.00. The new tax base is the amount of taxes necessary to
balance the City's 1988-89 operational budget, as approved by the Budget
Committee, for services provided by the General and Transit Funds.
A tax base represents an amount of property tax revenues needed to support
current operations without requiring a special operating levy for such
purposes. A tax base provides a level of funding reflective of the
community's desire for consistency and stability in providing municipal
services.
The new tax base will provide financial stability to the General and Transit
Funds to support continuation of present services to the citizens of
Woodburn. These services include Police, Retired Senior Volunteer Program,
Dial-a-Ride, Municipal Court, Administration, and Bus service.
