Ordinance 1990COUNCIL BILL N0. 1059 ORDINANCE NO. 1990 AN ORDINANCE PROVIDING FOR THE CALLING OF A CITY TAX BASE ELECTION IN THE CITY OF WOODBURN, OREGON, ON MAY 17, 1988, FOR THE PURPOSE OF SUBMITTING TO THE LEGAL VOTERS OF THE CITY OF WOODBURN, OREGON, THE QUESTION OF ESTABLISHING A NEW TAX BASE IN THE AMOUNT OF $1,150,000.00, AND DECLARING AN EMERGENCY. WHEREAS, the City Council of the City of Woodburn, Oregon, has determined that a new tax base should be established as authorized by Article XI, Section 11, Oregon Constitution, in order to permit the proper operation of the city affairs within the limitation contained in Section 11, Article XI, Oregon Constitution, and WHEREAS, in order to comply with Oregon Revised Statutes 310.135, it is necessary to submit the question of establishing a new tax base to the legal voters of the City of Woodburn, now, therefore, THE CITY OF WOODBURN ORDAINS AS FOLLOWS: Section 1. DATE OF ELECTION. The proposition set forth in Exhibit A, attached hereto and incorporated herein by reference, shall be submitted in the manner prescribed in this ordinance to the legal voters of the City of Woodburn, Oregon, at a City tax base election to be held on Tuesday, May 17, 1988. Section 2. FORM OF PROPOSITION. Said election shall be held in accordance with the applicable provisions of law. The appropriate notices shall be given as provided by applicable law. Section 3. ELECTION PART OF STATEWIDE GENERAL ELECTION. There is a regular Statewide Election being held in the State of Oregon on Tuesday, May 17, 1988, and this City tax base election is called to be held concurrently therewith and as a part thereof. EXPLANATION: This request for a new tax base would replace the current tax base of $138,750.00. The new tax base is the amount of taxes necessary to balance the City's 1988-89 operational budget, as approved by the Budget Committee, for services provided by the General and Transit Funds. A tax base represents an amount of property tax revenues needed to support current operations without requiring a special operating levy for such purposes. A tax base provides a level of funding reflective of the community's desire for consistency and stability in providing municipal services. The new tax base will provide financial stability to the General and Transit Funds to support continuation of present services to the citizens of Woodburn. These services include Police, Retired Senior Volunteer Program, Dial-a-Ride, Municipal Court, Administration, and Bus service.
