ORDINANCE tJO. 1997
AN ORDINANCE ADOPTING THE UNIFORM BUILDING CODE AND UNIFORM BUILDING
CODE STANDARDS; THE UNIFORM PLUMBING CODE; THE UNIFORM MECHANICAL CODE;
REPEALING ORDINANCES 1169, 1439, 15L37, 1634, and 1647; APJD DECLARING
AN EMERGEPJCY.
WHEREAS, violations of city building, mechanical, and plumbing
codes effect the livability of the Woodburn community; and
WHEREAS, the Woodburn City Council has publicly stated that
the city should take a positive and more vigorous approach to enforcement
of these codes; and
WHEREAS, in order to implement this positive approach it
is necessary to first develop an enforcement process and accomplish
some fundamental revisions in the present ordinances; NOW, THEREFORE,
THE CITY OF WOODBURN ORDAINS AS FOLLOWS:
Section 1. That the follo~ving documents are hereby adopted
by the City of Woodburn:
(A) The Uniform Building Code, 1985 Edition, published
by the International Conference of Building Officials,
in its entirety, as amended and adopted by the Oregon
Department of Commerce in 1986.
(B) The Uniform Building Code Standards, 1985 Edition, published
by the International Conference of Building Officials,
in its entirety, as amended and adopted by the Oregon
Department of Commerce in 1986.
(C) The Uniform Plumbing Code, 1985 Edition, published by
the International Association of Plumbing and Pechanical
Officials, in its entirety, as amended and adopted by
the Oregon Department of Commerce in 1987.
(D) The Uniform Mechanical Code, 1985 Edition, published
by the International Conference of Building Officials
and the International Association of Plumbing and Mechanical
Officials, in its entirety, as amended and adopted by
the Oregon Department of Commerce in 1986.

{E) Mobile Home Hookups for Plumbing and Electrical, a reference
booklet distributed by the State of Oregon.
Section 2. That a copy of the Uniform Building Code, Uniform
Building Code Standards, Uniform Plumbing Code, Uniform tlechanical Code,
and P~lobile Mome f~ookups for Plumbing and Electrical, as adopted by the
city in Section 1 of this ordinance, shall be on file and available
for public inspection in the office of the City Recorder.
Section 3. Violation of any of the documents adopted by the
city in Section 1 of this ordinance constitutes a Class I civil infraction
under Ordinance 1610. Violations shall be prosecuted pursuant to the
procedures prescribed in Ordinance 1610.
Section 4. Ordinances 1169, 1439, 1587, 1634, and 1647 are
hereby repealed.
Section 5. This ordinance being necessary for the immediate
preservation of the public peace, health, and safety, an emergency is
declared to exist and this ordinance shall take effect immediately upon
passage by the Council and approval by the P-9ayor.
