AN ORDINANCE PROPOSING A LEVY OF TAX OUTSIDE THE LIMITATION I]PiPOSED BY
ARTICLE XI, SECTION 11, SUBSECTION (1) OF THE OREGON CONSTITI~T'ION AGAINST
THE TAXABLE PROPERTY IN THE CITY OF WOODBURN IN THE AMOUNT OF $1,002,925.00
FOR THE FISCAL YEAR 1988-89; AUTHORIZING THE EXPENDITURE OF MONIES DERIVED
THEREFROM FOR THE BUDGET FOR THE FISCAL YEAR BEGINNING JULY 1, 1988; CALLING
FOR AN ELECTION AT WHICH SUCH LEVY OF TAX SHALL BE SUBMITTED TO THE LEGAL
ELECTORS OF THE CITY OF WOODBURN; AND DECLARING AN EMERGENCY.
THE CITY OF WOODBURN ORDAINS AS FOLLOWS:
Section 1. That the City Council of the City of Woodburn hereby
propose a levy of tax outside the limitation imposed by Article XI, Section
11, Subsection (1) of the Oregon Constitution in the amount of $1,002,925.00
for the purpose of applying said sum to the budget for the fiscal year 1988-
89 beginning July 1, 1988.
Section 2. That the proposed levy of tax shall be submitted to
the legal electors of said City at a special election on June 28, 1988,
which is hereby called to be held therein in accordance with the laws of the
State of Oregon and the Charter of said City governing elections.
Section 3. That the form in which said question shall be
submitted to the electors of said City on the official ballot at such
special election which is attached as Exhibit "A" and by this reference is
incorporated herein.
Section 4. This ordinance being necessary for the immediate
preservation of the public peace, health and safety, an emergency is
declared to exist and this ordinance shall take effect immediately upon
passage by the Council and approval by the Mayor.

SPECIAL MUNICIPAL ELECTION
CITY OF WOODBURN

Submitted to the Voters by the City Council
AUTHORIZATION FOR ONE-YEAR OPERATING LEVY
QUESTION: Shall the City of Woodburn levy $1,002,925.00 outside the tax
base to finance City operations during 1988-89?
EXPLANATION: To maintain present levels of service within the General and
Transit funds, it is necessary to request a one-year operating levy above
the 1988-89 tax base of $147,075.
General Fund services include:
- Police Department: 24 hour patrols, public safety, crime prevention,
nuisance ordinance enforcement, drug enforcement
- Emergency Dispatch: 9-1-1 telephone answering service
- Retired Senior Volunteer Program and Dial-a-Ride Program
- Municipal Court
- City Hall facility maintenance
- Administration Support
The Transit Fund provides for city-wide transit service Monday through
Saturday.
As approved by the Budget Committee, the taxes requested in this measure
will be distributed to each fund as follows:
General Fund $ 960,980
Transit Fund 41,945
