Ordinance 2012COUNCIL BILL N0. 1126 ORDINANCE N0. 2012 AN ORDINANCE EXTENDING FOR AN INTERIM PERIOD THE WOODBURN AMBULANCE AND HEALTH CARE FRANCHISE ORDINANCE, AND DECLARING AN EMERGENCY. WHEREAS, Woodburn Ambulance and Health Care has an exclusive franchise for the operation of an ambulance service pursuant to Ordinance No. 1899; and WHEREAS, Section 1 of said franchise ordinance grants such exclusive franchise for a period of five years beginning February 1, 1984; and WHEREAS, ORS 221.911 requires at least two subsequent Council meetings concerning an ordinance granting any franchise for any purpose; and WHEREAS, ORS 823.220 provides that a Gity may regulate ambulance services by ordinance; and WHEREAS, a City is authorized to franchise and change carriers providing vehicles for hire, including those services of an ambulance, provided said carriers meet the standards of the County's Ambulance Service Area Plan; and WHEREAS, the County's Ambulance Service Area Plan is currently under final review and is proposing the franchising of specific service areas to existing ambulance service providers; and WHEREAS, it is in the public interest to coordinate any long-term franchise renewal or granting of said franchise with the County's Ambulance Service Area Plan provisions as best we know them; and Page 1 - COUNCIL BILL N0. 1126 ORDINANCE N0. 2012 WHEREAS, it is in the public interest to afford the current ambulance service provider the protection of certain rights and privileges contained in the existing franchise ordinance for this interim period of review and coordination; PJOI~J, THEREFORE, THE CITY OF WOODBURN ORDAINS AS FOLLOWS: Section 1. The franchise granted to Woodburn Ambulance and Health Care pursuant to Ordinance 1899 is hereby extended for an interim period of two months. Section 2. During this interim period the terms and conditions of Ordinance 1899 shall remain in full force and effect. Section 3. That a public hearing be established for February 13, 1989 at 7:30 p.m. in the City Hall Council Chambers to consider the subject of franchise renewal to 4oodburn Ambulance and Health Care, as well as, consideration of a proposed rate increase for certain ambulance services. Section 4.
