AN ORDINANCE PROPOSING A LEVY OF TAX OUTSIDE THE LIMITATION IMPOSED BY ARTICLE XI,
SECTION 11, SUBSECTION (1) OF THE OREGON CONSTITUTION AGAINST THE TAXABLE PROPERTY IN
THE CITY OF WOODBURN IN THE AMOUNT OF $1,028,951.00 FOR THE FISCAL YEAR 1989-90;
AUTHORIZING THE EXPENDITURE OF MONIES DERIVED THEREFROM FOR THE BUDGET FOR THE FISCAL
YEAR BEGINNING JULY 1, 1989; CALLING FOR AN ELECTION AT WHICH SUCH LEVY OF TAX SHALL
BE SUBMITTED TO THE LEGAL ELECTORS OF THE CITY OF WOODBURN; AND DECLARING AN EMERGENCY.
THE CITY OF WOODBURN ORDAINS AS FOLLOWS:
Section 1. That the City Council of the City of Woodburn hereby propose a
levy of tax outside the limitation imposed by Article XI, Section 11, Subsection (1)
of the Oregon Constitution in the amount of $1,028,951.00 for the purpose of applying
said sum to the budget for fiscal year 1989-90 which begins on July 1, 1989.
Section 2. That the proposed levy of tax shall be submitted to the legal
electors of said City at a special election on June 27, 1989, which is hereby called
to be held therein, in accordance with the laws of the State of Oregon and the Charter
of said City governing elections.
Section 3. That the form in which said question shall be submitted to the
electors of said City on the official ballot at such special election which is attached
as Exhibit "A" and by this reference is incorporated herein.
Section 4. This ordinance being necessary for the immediate preservation of
the public peace, health and safety, an emergency is declared to exist and this
ordinance shall take effect immediately upon passage by the Council and approval by
the Mayor.

SPECIAL MUNICIPAL ELECTION
CITY OF WOODBURN

Submitted to the Voters by the City Council
AUTHORIZATION FOR ONE-YEAR OPERATING LEVY
Question: Shall the City of Woodburn levy $1,028,951 outside the tax base to
finance City operations during fiscal year 1989-90?
EXPLANATION: A one-year operating levy above the 1989-90 tax base of $155,911 is
required to finance General Fund and Transit Fund operations within the City. The
proposed budget for these specific funds maintains the present level of general service
operations and reduces service to transit operations.
General Fund services include:
- Police Department: 24-hour patrols; public safety, crime prevention, and drug
enforcement programs
- Emergency Dispatch: 9-1-1 telephone answering service
- Retired Senior Volunteer Program and Dial-a-Ride Program
- Municipal Court
- City Hall Facility Maintenance
- Administration Support
- Community Development: Code Enforcement Program
The Transit Fund provides city-wide transit service which is proposed for a reduction
of one day of service from the present six-day schedule.
As approved by the Budget Committee, the taxes requested in this measure will be
distributed to each fund as follows:
General Fund $ 978,542
Transit Fund 50,409
