STAFF REPORT
ZONE ORDINANCE AMENDMENT CASE #89-04
I. SUMMARY OF REQUEST:
To amend Section 29.030 of the Woodburn Zoning Ordinance
to include the following use in the CR (Commercial Retail)
zone.
SECTION 29.030 (b)(5) Display and Sale of Manufactured
Homes.
II. STAFF COMMENTS:
Presently the display and sale of manufactured homes is
an allowed use in two zone districts. One being the IS
(Industrial Sales) the other district being CG (Commercial
General).
The intent to allow manufactured sales in the IS District
was to provide an area on or near the site of manufactur-
ing within Industrial zones where homes could be stored
and displayed for sale.
In turn, the allowance of manufactured home sales in the
CG (Commercial General) zone was reasonable due to the
fact that they already existed as a retail activity in
that zone and are similar to other uses in this zone such
as car sales lots.
Additionally, it should be noted there is very little dis-
tinction between the uses in the CR (Commercial Retail)
and CG (Commercial General) zones. (See Chapter 29 & 30,
Attachments I & II) Both zone deisgnations lie adjacent
to each other along State Highway 99E and 214. A wind-
shield survey of these commercial areas would show that
no distinguishing characteristics in land use really
separate the two zoning districts. Therefore, staff is
not hesitant to review this request in a positive light.
In the future the Planning Commission may wish to incor-
porate the two zones into one district.
III. COMPREHENSIVE PLAN GOALS, POLICIES AND STATEMENTS:
(A) COMMERCIAL: Land uses in this category include a
variety of office, retail, and service uses. In
general, where all goods or services are bought or
sold, the land is considered Commercial.

(B) The City should at all times have sufficient land
to accommodate the retail needs of the City and the
surrounding market area. The City presently has
four major commercial areas: 99E, I-5 Interchange,
the downtown area and the 214/211/99E four corners
intersection area.

No new areas should be established.

(C) Lands for high traffic generating uses (shopping
centers, malls, restaurants, etc.) should be
located on well improved arterials. The uses
should provide the necessary traffic control de-
vices needed to ameliorate their impact on the
arterial streets.

IV_ FINDINGS:
(1) This proposal remains in harmony with the purpose
and intent of the Commercial Retail zone.
(2) This proposal complies with the City's adopted
Comprehensive Plan by meeting the City's Goals
and Policies to improve the retail, and economic
diversity of our community.
(3) This proposal will not jeopardize the health,
safety, and welfare of citizens residing and/or
working in and around General Retail District.
(4) As long as all standards as outlined in Section
29.030 are maintained any conflicts with adjacent
properties and/or zones will be minimized.
V. RECOMMENDATION:
Staff recommends that the Planning Commission recommend
to the City Council to amend the text of Section 29.030
of the Woodburn Zoning Ordinance to include 29.030(b)(5)
Display and Sale of Manufactured Homes_
