ROLL CALL Mayor Lonergan Present Councilor Cantu Present Councilor Cornwell Present Councilor Schaub Present Councilor Bravo Present Councilor Grijalva Present Councilor Wilk Present Staff Present: City Manager Derickson, City Attorney Granum, Assistant City Manager Row, Police Chief Millican, Community Services Director Cuomo, Community Development Director Kerr, Special Projects Director Wakeley, Deputy Police Chief Shadrin, Lieutenant Stewart, Public Affairs and Communications Manager Guerrero, Community Relations Manager Herrera, Membership and Events Manager Tierney, City Recorder Pierson ANNOUNCEMENTS Councilor Cantu made the following announcement: • Show n' Shine: Fiesta Court Coronation and Car Show at the Downtown Plaza will take place Friday, August 14, 2026, from 4 p.m. - 7:00 p.m. • Fiesta Mexicana: Celebrating Family and Culture, August 21-23 at Legion Park. • Fiesta Parade: Saturday, August 22 starting at 11:00 a.m. • Kindergarten Jumpstart is August 17-20, with Valor 6th Grade Jumpstart on August 20. Grades 1-6 and 9, along with Success students, start school on August 31. All K-12 students return September 1, and preschool starts September 8. Woodburn School District is providing school supplies for all students for the 2026-2027 school year. PRESENTATIONS: Woodburn Development Ordinance Review and Revision Project - Community Development Director Kerr introduced the WDO amendment process, noting the amendments are needed to comply with recent state housing statutes. Cascadia Partners is conducting an audit of the WDO to identify necessary changes. Jamin Kimmell with Cascadia Partners as the principal in charge of the code update project,provided information on the WDO audit findings and the next steps. Community Connection Day & Kid Fest Update — Membership and Events Manager Tierney presented an overview of Community Connection Day and Kids Fest, highlighting its 10-year history, growth, community partnerships, and 2026 event highlights, including approximately 3,000 attendees, 1,200 backpacks distributed, and 59 exhibitors. Page 1 - Council Meeting Minutes, August 10, 2026 COUNCIL MEETING MINUTES AUGUST 10, 2026 Mill Creek Community Center and Settlemier Park Progress Updates - Community Services Director Cuomo provided updates on the Community Center and Settlemier Park projects. He noted that Settlemier Park construction is underway, including improvements to the playground, tennis and pickleball courts, basketball courts, and shelter. COMMUNICATIONS Mayor Lonergan stated that a letter from Sonia, who lives in Woodburn, expressing opposition to data centers was distributed to Council and is entered into the record. BUSINESS FROM THE PUBLIC Before any speakers were called up, Mayor Lonergan announced that the City has not received a project or plans to build a data center. Nicole, Salem, spoke in opposition to data centers, citing concerns about impacts on community health, air and water quality, and farm workers. Alex Sosa, Salem, stated that he is a community health worker and youth organizer with Latinos Unidos Siempre,he spoke in opposition to data centers and expressed concerns about their potential impacts on the community. He urged the City to establish stronger protections for residents and local workers. Debbie Cabrales, Woodburn, a local nonprofit executive director, spoke in opposition to data centers, citing concerns about utility costs, infrastructure impacts, environmental effects, and transparency. She urged the City to establish stronger protections and prioritize residents and families. Neida, Woodburn, spoke in opposition to data centers, citing concerns about gentrification, rising living costs, and impacts on working-class residents and urged the City to prioritize the long-term health of the community. Alondra Sanchez, Salem, spoke in opposition to data centers, citing concerns about their impacts on water, energy use,pollution, and community health. She urged the City to prioritize the health and well- being of local families, farm workers, and future generations. Aleida, Woodburn, spoke in opposition to the proposed data center in Woodburn, citing concerns about increased utility costs and impacts on working-class families and farm workers. Fabian, Woodburn, spoke in opposition to the proposed data center, citing concerns about increased living costs, water consumption, environmental impacts, and effects on the agricultural workforce. He urged the City to prioritize community needs and consider the long-term impacts of the development. Valeria, Woodburn, spoke in opposition to data centers,citing concerns about health disparities, impacts on agriculture, and competition for land and water. They urged the City to protect local land, resources, and the health of the community. Marlin, Woodburn, spoke in opposition to the proposed data center, citing concerns about increased living costs, environmental impacts, and the potential effects on working-class families. The Motion passed with the following vote: Councilors Cantu, Schaub, Cornwell, Bravo, Grijalva, and Wilk voting "aye." [6-0] COUNCIL BILL NO. 3308-AN ORDINANCE AMENDING ORDINANCE NO.2433 (MASTER FEE SCHEDULE) TO ESTABLISH USER FEES FOR WOODBURN OWNED AND MANAGED ELECTRIC VEHICLE (EV) CHARGING STATIONS Schaub introduced Council Bill No. 3308. City Recorder Pierson read the bill twice by title only since there were no objections. Special Projects Director Wakeley provided a staff report. On roll call vote for final passage, the bill passed with: Councilors Cantu, Schaub, Cornwell, Grijalva, Bravo, and Wilk voting "aye" [6-0] Mayor Lonergan declared Council Bill No. 3308 duly passed. CITY MANAGER'S REPORT The City Manager reported the following: • The August 24th City Council meeting has been cancelled, and the next meeting will take place on September 14th • The City has no pending data center applications;the City has hired Thomas Consulting to provide technical expert level consulting on data centers. • The approved WinCo project has been appealed to LUBA; a decision is expected around January. • Council and community members are encouraged to wear the new Woodburn All-America City T- shirts at the Fiesta parade. MAYOR AND COUNCIL REPORTS Councilor Cornwell stated that she has safety concerns regarding e-bikes and scooters on sidewalks and in parks. City Attorney Granum noted that state law prohibits e-bikes and scooters on public sidewalks and prohibits use by individuals under 16, with parents subject to citation for allowing underage use. City park regulations allow Level 1 and 2 e-bikes on shared-use trails but prohibit e-bikes with throttles. Councilor Wilk echoed the concerns regarding the electric bikes and added that he appreciates public participation at tonight's meeting. Councilor Cantu concurred with Councilors Wilk. Mayor Lonergan thanked Councilor Schaub for attending the recent ribbon cuttings for the US Market gas station and added that he attended the ribbon cutting for the new downtown beauty school.
