ANNOUNCEMENTS
Councilor Cantu made the following announcement:
• Fiesta Court Coronation and Show n' Shine Car Show will take place on Friday, August 14,
2026, at 4:00 p.m. at the Downtown Plaza.
• Community Connection Day, Saturday, August 1, 2026, from 10:00 a.m. to 2:00 p.m. at Legion
Park.
APPOINTMENTS
Mayor Lonergan stated that he had received applications from Janice Davidsson and Anastasiia
Leshchenko for a position on the Public Art and Mural Committee and that he provided the
applications to Councilors prior to the meeting.

MOMENT OF REFLECTION
Mayor Lonergan reflected on the following:
• Mayor Lonergan thanked staff,the Fiesta Court, and others involved in the City BBQ,noting the
positive feedback from community members.
• Mayor Lonergan recognized Museum Curator Jennifer Gritt for her research on a World War I
coat donated to the museum, which was recently featured in a three-page Statesman Journal
article.

PROCLAMATIONS:
3 0th Anniversary of the Consulate of Mexico in Portland, OR—Councilor Bravo read the proclamation
in Spanish, and Councilor Wilk read the proclamation in English, declaring 2026 as the year marking
the Third Decade of the Consulate of Mexico in Oregon. The proclamation encouraged the Woodburn
community to celebrate the enduring partnership, mutual respect, and cultural richness the Consulate
brings to the region.
City Manager Derickson stated that the City will participate in the North Capital Forum in Mexico City
in September,with himself,the Mayor, and Executive Legal Assistant attending. He added that the City
will explore opportunities to strengthen cultural ties with Oaxaca, Mexico, including a potential sister-
city relationship.
PRESENTATIONS:
Community Relations Manager Herrera introduced the Fiesta Court who provided the City Council with
information on the programs and events they have been involved with. Each member of the Fiesta Court
introduced themselves and provided information on Fiesta Court programs that they participated in and
information about Fiesta Mexicana Events.
COMMUNICATIONS
Mayor Lonergan stated that he shared a letter with City Councilors from the County Commissioners
requesting support regarding the proposed Detroit Lake drawdown.
Schaub/Cantu... provide a letter of support to the County Commission stopping the drawn down with
support of a turbidity study.

Wilk voting "aye." [6-0]
BUSINESS FROM THE PUBLIC
Avelino Villada, Hermanson Street, brought up his concerns with traffic on Cleveland and 99E and the
proposed new development by Hermanson.

PUBLIC HEARINGS
Mayor Lonergan declared the hearing open at 7:49 p.m. for the purpose of hearing public input on the
Community Development Block Grant COVID-19 Funding Closeout for Impact Assistance to AWARE
Food Bank. Special Projects Director Wakely presented a staff report. Mayor Lonergan asked if anyone
from the public wished to speak on the City's performance on the use of the funding. No members of

the public wished to speak. Ian Dixon McDonald, Vice President of Programs for Marion Polk Food
Share thanked the City and staff for all their work on this. Mayor Lonergan closed the 7:53.
COUNCIL BILL NO. 3308 -A RESOLUTION DECLARING THE PUBLIC NECESSITY AND
PURPOSE FOR ACQUISITION OF A WATERLINE EASEMENT AND AUTHORIZING
GOOD FAITH NEGOTIATIONS AND CONDEMNATION ACTIONS
Schaub introduced Council Bill No. 3308. City Recorder Pierson read the bill by title only since there
were no objections. City Attorney Granum and Public Works Director Stultz provided a staff report.
Kim Griffiths, 50% owner of KWG Enterprises dba Mount Hood Self Storage, expressed frustration
with the City's involvement in the proposed utility connection, stating that her business offered Salud
the opportunity to connect during construction in 2017,but Salud declined. She questioned why the City
was now involved in what she viewed as a private matter and asked the Council to consider resolving
the issue without condemnation.
Walt Griffiths,managing member of KWG Enterprises,expressed concerns about the City's involvement
in a proposed utility connection, stating the issue had been known since 2017 and was a matter between
private parties. He said the project would impact his property's future expansion plans. He noted that he
sent an email to his Ward Councilor and provided a copy of that email for the record.
Councilor Cornwell stated that she believes that the Council should revisit this issue as she has not heard
about these concerns before and does not feel comfortable voting on it.
Councilor Wilk stated that his understanding of the resolution is that it authorizes good-faith negotiations
while preserving the option to pursue legal action if an agreement cannot be reached.
On roll call vote for final passage, the bill passed with: Councilors Cantu, Schaub, Grijalva, Bravo, and
Wilk voting "aye" and Councilor Cornwell voting "nay" [5-1]
Mayor Lonergan declared Council Bill No. 3308 duly passed.
AWARD OF CONTRACTS FOR ON-CALL CONSTRUCTION SERVICES
Public Works Director Stultz provided a staff report.
Motion: Schaub/Cornwell... award contracts for On-Call Construction Services to the three highest-
ranked proposers: GT Excavating, LLC, Landis and Landis Construction LLC, and Gelco Construction
Co
The Motion passed with the following vote: Councilors Cantu, Schaub, Bravo, Grijalva, Cornwell, and
Wilk voting "aye." [6-0]
WOODBURN SCHOOL DISTRICT AND CITY OF WOODBURN INTERGOVERNMENTAL
AGREEMENT FOR THREE SCHOOL RESOURCE OFFICERS (SROs)
Police Chief Millican provided a staff report. Devon Freeland, 615 Fir, stated that he doesn't understand
the justification for having an SRO in schools and feels that it isn't needed and the money would be
spent better elsewhere.

Motion: Schaub/Wilk... authorize the City to enter an Intergovernmental Agreement with the
Woodburn School District (WSD) and to assign three Woodburn PD full-time school resource officers
to be present in the schools.
The Motion passed with the following vote: Councilors Cantu, Schaub, Bravo, Grijalva, Cornwell, and
Wilk voting "aye." [6-0]
Leasing Specialists, LLC. Contract Award
Police Chief Millican provided a staff report.
Motion: Schaub/Bravo... award a contract in the amount of$111,364 (total estimated cost over the
next four years) to Leasing Specialists, LLC. for the acquisition of two BMW police motorcycles, with
an additional $20,000 contingency authorized to account for potential increases in final outfitting costs
and financing adjustments. Authorize the City Manager, or their designee, to sign the vehicle lease
agreement with Leasing Specialists, LLC.
The Motion passed with the following vote: Councilors Cantu, Schaub, Bravo, Grijalva, Cornwell, and
Wilk voting "aye." [6-0]
PURCHASE OF FITNESS EQUIPMENT FOR THE MILL CREEK COMMUNITY CENTER
PROJECT
Community Services Director Cuomo provided a staff report.
Motion: Schaub/Cornwell... authorize the City Manager to sign a purchasing agreement with Pacific
Fitness Products LLC in the amount of$234,779.45 for the purchase of fitness equipment for the Mill
Creek Community Center.
The Motion passed with the following vote: Councilors Cantu, Schaub, Bravo, Grijalva, Cornwell, and
Wilk voting "aye." [6-0]
COUNCIL BRIEFING OF PLANNING COMMISSION APPROVAL OF A PRELIMINARY
SUBDIVISION, PLANNED UNIT DEVELOPMENT, AND RCWOD PERMIT APPLICATION
PACKAGE FOR THE "HERMANSON PRESERVE SUBDIVISION" PROJECT AT TAX LOT
051W18D000100 (NO ADDRESS)
City Attorney Granum provided information on the traffic impact analysis for the project, noting it
evaluated the Highway 99/Cleveland intersection and the new project access. She explained that the
developer will construct turn-lane improvements at the new access and contribute a proportionate share
toward future improvements at the Highway 99/Cleveland intersection identified in the Transportation
System Plan. The Council declined to call this item up.
CITY MANAGER'S REPORT
The City Manager reported the following:
• The City has met with MacLaren leadership and will continue collaborating with the MacLaren
Youth Correctional Facility, following recommendations from a Marion County grand jury, to
develop community partnerships and support successful reentry efforts.
• After reports of people impersonating ICE agents, he asked Chief Millican to provide
information on how community members can know they are interacting with legitimate law

enforcement officers. Chief Millican addressed concerns regarding potential impersonation of
law enforcement and emphasized the importance of community awareness, officer identification,
and reporting suspicious activity. The investigation remains ongoing, and the department will
continue providing public safety information and support.
The City has purchased All-America City pins to be passed out and shirts have been ordered.
MAYOR AND COUNCIL REPORTS
Councilor Schaub stated that she went on the tour to MacLaren and that it was an eye opener for her to
see all the different offerings they provide and glad there will be some coordination between them and
the City.
Councilor Cornwell shared information from MacLaren leadership regarding efforts to increase
volunteer programs and community engagement opportunities for youth at the facility following a
decline in participation after COVID-19. She added that she attended a candlelight vigil honoring
community members impacted by recent ICE-related events and shared information about opportunities
for residents to support and engage with affected community members. She also highlighted an
upcoming community car show event at La Morenita.
Councilor Wilk expressed pride in the Woodburn community.
Councilor Cantu recognized the accomplishments of local youth, including those who represented the
City at the All-America City presentation.
Mayor Lonergan reminded Council of the upcoming League of Oregon Cities Conference and shared
plans to attend a Mayor's Conference in Ashland.
City Manager Derickson announced that the City and Amazon partnership was selected as a League of
Oregon Cities Conference tour opportunity, allowing elected officials and community leaders from
across the state to visit the Woodburn Amazon facility.
