Program funding is requested for installation of a window in the rear
of the building and replacement of the broken windows in the

PUBLIC HEARING
Fiscal Year(FY) 2026-27 Woodburn Urban Renewal Agency Budget Adoption
Chair Lonergan declared the hearing open at 6:47 p.m. for the purpose of hearing public input on the
Agency's Budget for Fiscal Year (FY) 2026-27. City Manager Derickson provided a staff report. No
members of the public wished to speak in either support or opposition of the budget. Chair Lonergan
declared the hearing closed at 6:50 p.m.

RECOMMENDATION:
Approve the Building Improvements Program Grant Application (Program)from the owner of the
property located at 563 N. Front Street, Jose Mendoza (Applicant), for 50% of the lowest bid
received ($5,970) in the amount of $2,985. Program funding is requested for installation of a
window in the rear of the building and replacement of the broken windows in the space occupied
by Fernando's Beauty Salon.
BACKGROUND:
The 563 N Front Street property has a commercial tenant (Fernando's Beauty Salon) in the front
portion of the building, while the owner resides in the rear of the building. This proposal
includes installing a window at the rear of the building and replacing the broken window at
Fernando's Beauty Salon on the front of the building. A detailed scope of work is included in
the submitted proposals.
PROPOSAL:
The Applicant has provided three (3) estimates and is proposing to accept the estimate from
Natalys Construction in the amount of$5,970.

• MJ's Roofing & Construction $6,743
DARS reviewed this proposal at their June 17, 2026, meeting and recommended approval from
the URA for funding.
FINANCIAL IMPACT:
The FY 2025-2026 Urban Renewal Building Improvements Program budget has sufficient funds
to approve this $2,985 grant request.

Program Criteria:
• The property is located at 563 N. Front Street and within the Urban Renewal District.
• The proposal complies with the Woodburn Development Ordinance. Any necessary
permits will be obtained from the city.
• The project encourages greater marketability of the Urban Renewal District.
• The proposal will complement the existing and surrounding community. The project will
be complimentary to the existing building as well as the surrounding buildings.
• The Urban Renewal Program specifically identifies exterior improvements as an eligible
improvement within Woodburn's Urban Renewal District.
Summary and Conclusion:
The Program is intended to encourage and assist business and property owners to invest in
the Urban Renewal District. This Application reflects the intent of the program by making
improvements to the property and maintaining the useful life of the building.
Conditions of Approval:
1. Invoices must be submitted for reimbursement. No grant money will be disbursed until
the project is completed and is approved by the Agency.
2. Grant funds may be used for materials and services provided by licensed contractors.
3. Projects shall be completed within one year of approval to be eligible for
reimbursement. Grants provide for a single payment after receipts are provided and all
completed work is accepted by the City.
4. Licensed contractors will complete all work.

Scope of work
1.Front Elevation
Window alteration: Remove existing right-side front window assembly.
New installation: Frame and install a new window matching the specific branding dimensions
for"Fernando's Barbershop." * Finishing: Ensure all exterior trim,flashing, and sealing are
weather-tight and match the existing storefront aesthetic.
2. Rear Elevation: Structural Modification: Re-open the previous window cut-out located on the
back side of the building facing the alley.
Window Installation: Supply and install a new, high-quality 36" x 36" window.
Weatherproofing: Properly flash, insulate, and caulk the new window frame to ensure
structural integrity and energy efficiency.
3. Painting& Finishing: Prep, prime, and paint the affected exterior wall areas
on the alley side. Color Matching: Paint must be color-matched to the existing exterior finish to
ensure a seamless, blended appearance where modifications were made.
4. Site Clean-up: Debris Removal: Collect and legally dispose of all construction debris,
including old window components,framing scraps, and dust. Final inspection:
Final Inspection: Perform a thorough post-job clean-up of both the storefront and alley
workspaces to leave the site in a safe, clean, and rentable condition upon completion.
