Ord. 2650 - Master Fee Schedule Amendment Establishing User Fees for EV Charging Stations COUNCIL BILL NO. 3308 ORDINANCE NO. 2650 AN ORDINANCE AMENDING ORDINANCE NO. 2433 (MASTER FEE SCHEDULE) TO ESTABLISH USER FEES FOR WOODBURN OWNED AND MANAGED ELECTRIC VEHICLE (EV) CHARGING STATIONS WHEREAS, in September 1998, the City Council adopted the first Master Fee Schedule to account for the City's reasonable costs in providing special services; and WHEREAS, in Ordinance No. 2433, the City stated it desired to establish a policy of recovering the full costs reasonably borne of providing services of a voluntary and limited nature, such that general taxes are not diverted from general services of a broad nature and thereby utilized to subsidize unfairly and inequitably such special services; and WHEREAS, updates to the fee schedule are periodically made when the City commences to provide a new voluntary service; and WHEREAS, the City of Woodburn has installed new electric vehicle (EV) charging stations at six (6) publicly accessible locations throughout the community; and WHEREAS, charging an EV charging rate and other associated fees will help the City provide greater accessibility to EV charging while also allowing for recovery of electricity, network, and routine operation and maintenance costs; and WHEREAS, the City Council wishes to implement an EV charging rate schedule for the City of Woodburn owned and managed EV charging stations; and WHEREAS, pursuant to ORS 294.160, at its meeting on August 10, 2026, the City Council provided an opportunity for interested persons to comment on the enactment of this Ordinance and its proposed fee; NOW, THEREFORE, THE CITY OF WOODBURN RESOLVES AS FOLLOWS: Section 1. EV Charging Fee. The Woodburn Master Fee Schedule (Ordinance No. 2433) is hereby amended to add the following under the Community Services fees: Page 1 Council Bill No. 3308 Ordinance No. 2650 Community Services—EV Charging EV Charging $0.25/kWh Fee is per kilowatt-hour (kWh) consumed Section 2. City Vehicles. City vehicles shall not be exempt from the EV Charging Rate Schedule (if applicable), with the exception of specialized and dedicated EV charging stations for transit vehicles.
