ROLL CALL Mayor Lonergan Present Councilor Cantu Present Councilor Cornwell Present Councilor Schaub Present Councilor Bravo Present Councilor Grijalva Present Councilor Wilk Present Staff Present: City Manager Derickson, City Attorney Granum, Assistant City Manager Row, Special Projects Director Wakeley, Police Chief Millican, Finance Director Turley, Community Services Director Cuomo, Public Affairs and Communications Manager Guerrero, Human Resource Director Gregg, Assistant City Attorney Killmer, Public Works Director Stultz, Community Development Director Kerr, Deputy Police Chief Shadrin, Community Relations Manager Herrera, Law Clerk Krueger, City Recorder Pierson, Executive Legal Assistant Bravo ANNOUNCEMENTS Mayor Lonergan thanked Commissioners Cameron,Bethell,and Willis for being here as well as Brendan Murphy the Marion County DA. Mayor Lonergan announced that the Woodburn Fiesta Mexicana will be held August 21-23 at Legion Park. The event will feature food and artisan vendors, a community parade, live entertainment and cultural performances, sports tournaments,Lucha Libre wrestling, and carnival rides. Admission is free on Friday and until 5:00 p.m. on Saturday and Sunday, with a $5 admission fee after 5:00 p.m. for attendees ages 10 and older. PRESENTATIONS Nancy Kirksey Award—Mayor Lonergan announced that Maria Elena Guerra is this year's recipient of the Nancy Kirksey Award. Councilor Wilk spoke about Ms. Guerra's dedication and significant contributions. Mary Tennant Award—City Manager Derickson announced that Deputy Police Chief Andy Shadrin is the recipient of this year's Mary Tennant Award. Recognition and thanks to John Reinhardt—Mayor Lonergan thanked John Reinhardt for his 20+years of service to the City of Woodburn as a member of the Budget Committee. Recognition and thanks to David Piper- Community Services Director Cuomo thanked David Piper for his service to the City of Woodburn as a member of the Recreation and Park Board. He added that the All-America City Award is one of the nation's most prestigious community recognition programs, honoring cities that demonstrate innovation, civic engagement, inclusive collaboration, and effective problem-solving. Mayor Lonergan expressed his appreciation to all those who contributed to the application and recognition process. Working Dogs Oregon - Darin Campbell, Director of Working Dogs Oregon, provided an overview of the organization's mission and shared an update on Lola, the Woodburn Police Department's wellness canine, including her training progress. New Development Activity for June 2026 Motion: Schaub/Cantu... approve the consent agenda as presented. The Motion passed with the following vote: Councilors Cantu, Grijalva, Bravo, Schaub, Cornwell, and Wilk voting"aye." [6-0] COUNCIL BILL NO. 3307 - AN ORDINANCE AMENDING ORDINANCE NO. 2464 (REGULATION OF TAXICABS; TAXICAB DRIVERS; TAXICAB COMPANIES), MODIFYING THE REQUIREMENTS FOR THE ISSUANCE OF A TAXICAB DRIVER PERMIT AND DECLARING AN EMERGENCY Schaub introduced Council Bill No. 3307. City Recorder Pierson read the bill twice by title only since there were no objections. Finance Directory Turley and Deputy Chief Shadrin provided a staff report. On roll call vote for final passage,the bill passed unanimously with: Councilors Grijalva, Bravo, Cantu, Schaub, Cornwell, and Wilk voting"aye." [6-0] Mayor Lonergan declared Council Bill No. 3307 duly passed. FINAL DECISION OF AN APPEAL OF THE PLANNING COMMISSION APPROVAL OF THE WINCO GROCERY STORE (DR 25-14,PLA 25-04, SA 26-01,VAR 25-06) Community Development Director Kerr provided a staff report. Motion: Schaub/Cornwell... adopt the Final Decision approving the consolidated application package which includes a Design Review, Property Line Adjustment, Street Adjustment and Variances (3) to allow for the development of a WinCo Grocery Store located on Stacy Allison Way, south of Center Street, and authorizing the Mayor to sign the Final Decision document.
