The Library and Transit Services will be closed on Saturday, July 4. • The French Prairie Kiwanis Chuckwagon Breakfast will be held on July 4 from 7:00 a.m. to 10:00 a.m. at Legion Park, featuring an all-you-can-eat breakfast. Children ages 12 and under eat free. • The City's Independence Day Celebration will take place on July 4 from 5:30 p.m. to 10:30 p.m. at Centennial Park, featuring food vendors, live music, family activities, games, and a fireworks display. • The next City Council meeting will be held in conjunction with the Community Barbecue on Tuesday, July 14, at 6:00 p.m. at the Library, coinciding with Music in the Park. • The 10th Annual Community Connection Day and Kids Fest will be held on Saturday, August 1, from 10:00 a.m. to 2:00 p.m. at Legion Park, featuring family activities, entertainment, community resources, emergency vehicle displays, giveaways, and free backpacks and snacks while supplies last. PROCLAMATIONS: 43rd Annual National Night Out- Councilor Cornwell read a proclamation designating August 4, 2026, as the 43rd Annual National Night Out in the City of Woodburn. Page 1 - Council Meeting Minutes, June 22, 2026 COUNCIL MEETING MINUTES JUNE 22, 2026 Honoring The 250th Anniversary of the United States of America- Mayor Lonergan read a proclamation declaring the year 2026 as America's 250th Commemorative Year in the City of Woodburn and encouraged all residents to join in observances, celebrations, service projects, and moments of reflection that honor our nation's history, celebrate our present, and inspire our future. SWEARING-IN CEREMONY Police Chief Millican provided the Oath of Office to newly promoted Lieutenant Nic Wilson. Mayor Lonergan called for a 15-minute recess. BUSINESS FROM THE PUBLIC Jaime Rodriguez,Woodburn,requested that the City review parking and traffic management at St.Luke's Cemetery during high-attendance holidays to improve accessibility for seniors, individuals with disabilities, and other visitors paying their respects. He also submitted a letter for the record outlining his request. CONSENT AGENDA Before reading the consent agenda items, the City Recorder announced that Item G, Election Results, was being removed from the agenda because the County was providing a corrected version. Utility Assistance Program Agreement—Funding for FY26-27 Motion: Schaub/Cornwell... approve the consent agenda as presented. The Motion passed with the following vote: Councilors Cantu,Schaub,Cornwell,and Wilk voting"aye." [4-0] PUBLIC HEARINGS Taxicab Application Appeal, Martha Monroy Mayor Lonergan declared the hearing open at 7:38 p.m. for the purpose of hearing public input on the Taxicab Application Appeal, Martha Monroy. Mayor Lonergan asked if there were any declarations from the Council. There were none. Finance Director Turley and Deputy Police Chief Shadrin presented a staff report,explaining that although the taxi license application had previously been approved in 2023, a subsequent review during renewal of her application identified a driver's license suspension within the 10-year look-back period required by the current taxi ordinance. As a result, staff determined the renewal application had to be denied. Staff noted that the ordinance contains an inconsistency, as other serious driving offenses have a five-year look-back period and recommended amending the ordinance to make it consistent. Page 2 - Council Meeting Minutes, June 22, 2026 COUNCIL MEETING MINUTES JUNE 22, 2026 City Attorney Granum advised that the current denial was consistent with the existing ordinance and recommended that the license not be reinstated until the ordinance could be amended to address the inconsistency and reduce potential liability to the City. Ms. Monroy was given the opportunity to address Council and chose to rely on her written appeal,which was entered into the official record. Mayor Lonergan asked if any member of the public wished to speak in support or in opposition. Michelle Underwood, Salem, spoke in support of Ms. Monroy, requesting consideration of a temporary or provisional license due to the financial hardship caused by the denial. Mayor Lonergan closed the hearing at 7:56 p.m. Councilors discussed the appeal, the current ordinance requirements, potential ordinance amendments, and options for addressing the matter moving forward. City Attorney Granum noted that an emergency provision could be added to the ordinance to allow the changes to take effect immediately and that, as long as the application submitted met the remaining requirements of the ordinance,the license could be issued the day after Council approved the ordinance. Councilors expressed support for this approach. Motion: Schaub/Wilk... affirm the denial of the taxi license renewal application for Martha Monroy and direct staff to prepare a final decision with findings to be signed by the Mayor. The Motion passed with the following vote: Councilors Cantu,Schaub,Cornwell,and Wilk voting"aye." [4-0] Motion: Schaub/Wilk... direct staff to prepare modifications of the taxi ordinance in line with the council's discussion to be brought at the next city council meeting. [4-0] COUNCIL BILL NO. 3306 - A RESOLUTION ESTABLISHING COUNCIL OBJECTIVES & BENCHMARKS FOR ANY FUTURE AMENDMENT OF THE WOODBURN URBAN GROWTH BOUNDARY PURSUANT TO HOUSE BILL 4035 (2026) Schaub introduced Council Bill No. 3306. City Recorder Pierson read the bill by title only since there were no objections. City Manager Derickson provided a staff report. City Attorney Granum noted that a revised resolution has been placed in front of Council and reviewed the revisions made to the resolution. She noted that the language was updated to clarify the document is a policy directive establishing Council's objectives for future UGB expansion applications under the House Bill. She added that additional revisions clarify the affordable housing language to establish Council's expectations regarding the incorporation and dispersal of affordable housing throughout a development site. On roll call vote for final passage, the bill passed unanimously with: Councilors Cantu, Schaub, Cornwell, and Wilk voting"aye." AWARD OF CONTRACT FOR ON-CALL CCTV SEWER INSPECTION SERVICES Public Works Director Stultz provided a staff report. Motion: Schaub/Cantu... Award the contract for On-Call CCTV Sewer Inspection Services to the highest ranked proposer, Pacific Int-R-Tek. The Motion passed with the following vote: Councilors Cantu,Schaub,Cornwell,and Wilk voting"aye." [4-0] LEASING SPECIALISTS,LLC. CONTRACT AWARD Deputy Police Chief Shadrin provided a staff report. Motion: Schaub/Cornwell... award a police vehicle contract in the amount of 301,793.21(Total estimated contract price over the next four years) to Leasing Specialists, LLC., with an additional contingency of$30,000 authorized to account for increases in the final outfitting costs and financing of the vehicles and authorize the signing of a contract with AXON Enterprise,Inc,to add Fleet 3 dash cams to be included in the vehicle outfitting contract lease and authorize the City Manager or their designee to sign the vehicle lease agreement with Leasing Specialists, LLC., and AXON Enterprise, Inc Fleet 3 dash cam contract. [4-0] COUNCIL BRIEFING OF STAFF APPROVAL OF A TYPE II DESIGN REVIEW AND STREET ADJUSTMENT APPLICATION PACKAGE FOR "LINCOLN STREET APARTMENTS" AT 1283 E LINCOLN STREET (DR 24-07 & SA 24-06) The Council declined to call this item up. CITY MANAGER'S REPORT The City Manager reported the following: • 36 participants took part in the Front Street Dessert Walk on Friday. • New student artwork is on display at the Bungalow Theater and Museum. • Staff is preparing a "Be Responsible with Fireworks" public information campaign as part of the Good Neighbor program to encourage the safe and responsible use of legal fireworks, proper disposal and extinguishment of fireworks, and fire prevention awareness during the holiday celebrations. MAYOR AND COUNCIL REPORTS Mayor Lonergan questioned whether Council wants to take another look at possibly banning fireworks or having restrictions. He also noted that the dessert walk was a very well thought out event. Councilor Schaub gave a shout out to public works for the paving on the streets and wished everyone a Page 4 - Council Meeting Minutes, June 22, 2026 COUNCIL MEETING MINUTES JUNE 22, 2026 safe Fourth of July. Councilor Cornwell announced that Fiesta Mexicana will be held August 21-23, and she hopes to have the Fiesta Court visit an upcoming Council meeting. She added that the book sale was well attended and shared that the food bank mural is being installed. City Manager Derickson noted that The University of Oregon will no longer sponsor Fiesta. However, Western Oregon University has stepped in as a chief sponsor. Councilor Cantu reported that she and 20 others would represent the City at the All-America City Awards in Denver and wished everyone a safe Fourth of July and to act responsible. Councilor Wilk noted that he would like to look at possible restrictions on fireworks at some point. He also expressed excitement about Woodburn's All-America City nomination and appreciated the City's statement recognizing the mural's significance and the contributions of farm workers.
