ANNOUNCEMENTS
Councilor Cantu made the following announcements:
• The Mayor's State of the City Address can be viewed on the City's YouTube channel.
• Recognized May as Building Safety Month, Wildfire Awareness Month, Public Service
Appreciation Week,National Public Works Week, and National Police Week. She shared
remarks honoring law enforcement officers for their service and sacrifice, including
remembrance of Captain Tom Tennant.
• Announced upcoming Woodburn School District events:
— Woodburn High School Spring Arts Show and Sale—May 14 at the Glenn House Art
Center.
— Woodburn High School and Success High School Seal of Biliteracy and Multiliteracy
Ceremony—May 21 at 6:30 p.m.
— Woodburn High School Graduation—June 4 at 6:00 p.m. and is a ticketed event.
• City Hall, the Library, and Transit Services will be closed on May 25 in observance of
Memorial Day, and the May 25 City Council meeting is canceled.
• Announced that the filing period for Mayor and City Council positions opens June 3, 2026, for
seats to be elected at the November 3, 2026, General Election. Candidate filing forms and
information are available from the City Recorder and on the City website.
MOMENT OF REFLECTION
Mayor Lonergan reflected on the following:
• Expressed condolences on the passing of former Planning Commissioner and City Councilor Jim Cox,
recognizing his many years of service and contributions to the City.

• Recognized National Municipal Clerks Week and thanked City Recorder Heather Pierson for her work
in her role as City Recorder.
• Congratulated City staff and volunteers for their work in hosting the Oregon Heritage Conference and
noted the event's success. Economic Development Director Johnk discussed the success of the
Conference, which was hosted in Woodburn and drew 356 registered attendees from across the state.
She noted that the conference utilized multiple local venues and featured tours, workshops, and
community events highlighting Woodburn's history, culture, businesses, and hospitality. She added that
feedback from attendees was overwhelmingly positive.
PRESENTATIONS
Quarterly Investment Report — Finance Director Tony Turley introduced Ryan Kacher of PFM Asset
Management, who presented the quarterly investment report.
BUSINESS FROM THE PUBLIC
Nancy Kellar,Executive Director of the Woodburn Senior Center/North Marion Adult Center, expressed
concern that the City does not provide financial support to the Senior Center. She noted the center serves
approximately 100-120 active attendees each month and encouraged Council members to visit the
facility and learn more about its services.
Pat Peterson, 155 Evergreen Rd., spoke in support of the Senior Center, praising its positive impact on
seniors and encouraging the City to provide funding for its programs and services. She provided a
petition of signatures in support of the City allocating funding to the Senior Center to the City Recorder.

COUNCIL BILL NO. 3301 - AN ORDINANCE REGULATING SOLID WASTE
MANAGEMENT INCLUDING, WITHOUT LIMITATION, GRANTING AN EXCLUSIVE
SOLID WASTE FRANCHISE TO UNITED DISPOSAL SERVICE, INC., AN OREGON
CORPORATION, DBA REPUBLIC SERVICES OF MARION COUNTY - WOODBURN;
ESTABLISHING SERVICE STANDARDS AND ESTABLISHING PUBLIC
RESPONSIBILITY; REPEALING ORDINANCE 2554 AS AMENDED BY ORDINANCE 2635;
PRESCRIBING PENALTIES; AND STATING AN EFFECTIVE DATE
Mayor Lonergan recused himself from this agenda item, and Council President Schaub presided over
the discussion and vote. Wilk introduced Council Bill No. 3301. City Recorder Pierson read the bill

twice by title only since there were no objections. Assistant City Manager Row and Assistant City
Attorney Killmer provided a staff report. Representatives from Republic Services, Cindy Rogers and
Josh Harvey,provided an overview of the essential services delivered to the City of Woodburn in 2025.
They also expressed their appreciation for the City's collaboration and partnership in developing the
franchise agreement.Council President Schaub asked if there were any public comments on the franchise
agreement.No one from the public wished to speak.
On roll call vote for final passage,the bill passed unanimously with: Councilors Grijalva,Cantu, Schaub,
Bravo, Cornwell, and Wilk voting "aye." [6-0]
AMENDMENT TO THE CONSTRUCTION CONTRACT FOR THE ROOF REPLACEMENT
PROJECT FOR THE WOODBURN LIBRARY
Community Services Director Cuomo provided a staff report.
Motion: Schaub/Wilk... authorize an amendment to the construction contract for the Roof Replacement
Project for the Woodburn Library with Roof Toppers Inc. from its previously awarded $548,184.00 to
an amount of up to $603,000.00.
The Motion passed with the following vote: Councilors Grijalva, Cantu, Schaub, Bravo, Cornwell, and
Wilk voting "aye." [6-0]
CONTRACT CHANGE ORDER FOR ADDITIONAL PRELIMINARY DESIGN SERVICES
FOR THE STORM DRAINAGE MASTER PLAN AND WASTEWATER FACILITIES PLAN
UPDATES, AND A TECHNICAL WATER FACILITIES PLAN MEMORANDUM TO
CONSOR INC.
Public Works Director Stultz provided a staff report.
Motion: Schaub/Cantu... award a contract change order for additional preliminary design work for the
Storm Drainage Master Plan (SDMP) and Wastewater Facilities Plan (WWFP) projects, to include the
proposed new one-time Urban Growth Boundary (UGB) expansion area under House Bill 4035, to
Consor Inc. in the amount of$25,000 for the SDMP and$25,000 for the WWFP and authorize the City
Manager to sign the contracts and award a contract for preliminary design services (technical
memorandum)to update the Water Facilities Plan to include the proposed new one-time UGB expansion
area under House Bill 4035,to Consor Inc. in the amount of$40,000 and authorize the City Manager to
sign the contract.
The Motion passed with the following vote: Councilors Grijalva, Cantu, Schaub, Bravo, Cornwell, and
Wilk voting "aye." [6-0]
CONTRACT CHANGE ORDER FOR ADDITIONAL DESIGN&BID PACKAGE WORK FOR
THE WOODBURN HIGH SCHOOL FRONT STREET SAFE ROUTES TO SCHOOL
PROJECT TO HARPER HOUF PETERSON RIGHELLIS INC (HHPR)
Public Works Director Stultz and Special Projects Director Wakely provided a staff report.
Motion: Schaub/Cantu... award a contract change order for design and bid package work for the High
School Front Street Safe Routes to School project to Harper Houf Peterson Righellis Inc. (HHPR) in the
amount of$114,221.97 and authorize the City Manager to sign the contract.

The Motion passed with the following vote: Councilors Grijalva, Cantu, Schaub, Bravo, Cornwell, and
Wilk voting "aye." [6-0]
Mayor Lonergan noted that agenda item 13. A. has been appealed and will be coming to the Council for
a public hearing.
CITY MANAGER'S REPORT
The City Manager reported the following:
• Thanked Council members for their participation in the Budget Committee meeting and
recognized Budget Committee Chair John Reinhardt for his 21 years of service on the committee.
• The Cinco de Mayo celebration at Chemeketa Community College had the largest attendance since
the event began.
• Approximately 100 residents participated in the annual Community Cleanup Day.
• Butteville Road Speed Zone Request- ODOT recommended reducing the speed limit on Butteville
Road from 55 mph to 50 mph. Staff presented a draft letter requesting ODOT reconsider the analysis
and reduce the speed limit to 35 mph based on additional crash and traffic data.
Motion: Schaub/Cornwell... have the City of Woodburn respond to the ODOT speed zone
investigation with the new criteria that we're supplying.

Wilk voting "aye." [6-0]
MAYOR AND COUNCIL REPORTS
Councilor Cornwell mentioned that the Oregon Heritage Conference was well attended and a nice time
was had by all. She thanked staff for all their hard work in making the event run smoothly. She also
praised Valley Pacific Florals new building and the recent improvements and redevelopment along
Oregon Way and Highway 214, which are looking clean and revitalized.
Councilor Wilk reminded voters that we have an election in process at this time, including a measure
that the City has put on the ballot to give an advisory opinion on reducing speeds in residential areas.
Councilor Cantu reported that she and Councilor Wilk attended the Mayor's Prayer Breakfast hosted by
the French Prairie Kiwanis Club and Kiwanis Club of Woodburn and thanked those involved in
organizing the event. She also commended Public Works staff for their quick response in resolving a
water service issue that occurred over the weekend.
City Manager Derickson explained that the issue was caused by a software glitch that affected pressure
monitoring equipment. He noted there was no health risk associated with the event and that steps are
being taken to reduce the likelihood of a similar occurrence in the future.

Councilor Grijalva stated that she viewed the State of the Union address online and also viewed the
recently produced City videos, which are well done and engaging. She suggested continuing similar
short videos in the future to highlight the community center project and updates as they progress.
Mayor Lonergan noted that several recent community and City events have taken place since the last
Council meeting, including: The Governor's bill signing event held at City Hall, The State of the City
event, Cinco de Mayo celebration at Chemeketa, the Mayor's Prayer Breakfast, Oregon Heritage
Conference and Budget Committee meeting. The Mayor thanked Councilors and staff for the continued
work and engagement across City operations and events.
