ROLL CALL Mayor Lonergan Present Councilor Cantu Present Councilor Cornwell Present Councilor Schaub Present Councilor Bravo Present Councilor Grijalva Present Councilor Wilk Present Staff Present: City Manager Derickson, City Attorney Granum, Assistant City Manager Row, Community Development Director Kerr, Special Projects Director Wakeley,Human Resources Director Gregg, Police Chief Millican, Finance Director Turley, Public Affairs and Communications Manager Guerrero, Community Relations Manager Herrera, City Recorder Pierson ANNOUNCEMENTS Councilor Cantu made the following announcements: • The State of the City address will be held Friday, April 24 at 8:00 a.m. in City Hall Council Chambers. • Community Cleanup Day is scheduled for Saturday, April 25 from 8:00 a.m.-12:00 p.m.; participants should meet at the Woodburn Library. • The Woodburn Budget Committee will meet Saturday, April 25 at 9:00 a.m. in Council Chambers. • The Woodburn District Music Festival will take place Thursday, April 23 at 6:30 p.m. at Woodburn High School. • Dia del Nino Celebration will be held Saturday, April 25 at Woodburn High School. • The City's tree giveaway program is open; the deadline to apply for certificates is April 30. • Registration is open for the Fiesta Mexicana Parade, scheduled for Saturday, April 22 at 11:00 a.m. • Public Safety Telecommunicators Week is April 12-18; appreciation was expressed to Metcom staff. • Residents are encouraged to sign up for the City's weekly e-blast via the City's website. MOMENT OF REFLECTION Mayor Lonergan highlighted a community effort, led by Steven Hayden with support from Long Bros. and Double I Construction, to install new outfield fences at Centennial Park at no cost. The upgrades improve field quality, enable tournament play, and reflect growth in Woodburn Youth Baseball. Mayor Lonergan stated that the City of Woodburn has been nominated for a national City of the Year award. City Manager Derickson added that Woodburn was selected to compete for the All-America City designation from the National Civic League,with a presentation scheduled in Denver in May. The City's application highlights youth engagement and civic engagement efforts, including partnerships with the Page 1 - Council Meeting Minutes, April 13, 2026 COUNCIL MEETING MINUTES APRIL 13, 2026 Aware Food Bank, Family Resource Center, and School Resource Officer program. He noted the presentation will also include cultural representation from the community. PROCLAMATION Child Abuse Prevention Month — Council President Schaub read a proclamation designating April as Child Abuse Prevention Month. Eva Pignotti,Chief Program Officer for Early Learning and Child Care, Mid-Willamette Valley Community Action Agency, spoke in support of the April Child Abuse Prevention Month proclamation and thanked the City for its support. Peter Carrillo, Director of Prevention and Community Engagement at Liberty House Children's Advocacy Center, spoke in support of the Proclamation. He shared that Liberty House serves about 1,000 children annually and emphasized the importance of awareness, prevention training, and community involvement. Volunteer Appreciation Week- Councilor Cantu read a proclamation declaring April 19-25, 2026,to be Volunteer Appreciation Week. PRESENTATIONS Woodburn Art Scholarship—Mayor Lonergan explained that the Woodburn Arts Scholarship Program, now in its second year, was created by the City's Public Art and Mural Committee to support and recognize talented student artists in Woodburn schools. Catherine Johnstone, Woodburn School District art teacher,noted that sixteen students applied this year, and three finalists were selected based on artistic skill, creativity, and written reflections. The finalists were Christian Chavez Tapia, Jasmine Carrillo, and Ayden Brown. Each finalist presented their work. Christian received the $3,000 top scholarship, while Jasmine and Ayden each received$1,000. Community Center Construction Update—Community Services Director Cuomo provided an update on the Community Center project, including construction progress, design changes, and newly identified structural issues and repairs. City Manager Derickson discussed plans for Community Center operations, highlighting general fund constraints and proposing to convert $1 million in construction funds into a dedicated operating fund. Immanual Lutheran Church—Terri Berkey Gonzales with the North Marion Adult Center provided an annual report and shared an update on its programs, growth, and services, noting it is volunteer-run and serving a growing regional need. She noted challenges with funding and asked the City to consider future support to help sustain and expand services. Lavonne Bush and Angel Alejandro shared personal experiences highlighting the program's impact. BUSINESS FROM THE PUBLIC City Manager Derickson provided an update on the Flock license plate reader program, stating he will recommend not funding it in the upcoming budget and will convene the Council's camera committee to review the program and consider recommending termination of the agreement following the budget committee meeting. CONSENT AGENDA A. Woodburn City Council minutes of March 23, 2026, B. New Development Activity for March 2026, C. Updated Firearms Range Use Agreement with Hubbard Police Department, D. Updated Firearms Range Use Agreement with Silverton Police Department. Motion: Schaub/Cantu... approve the consent agenda as presented. The Motion passed with the following vote: Councilors Grijalva, Cantu, Schaub, Bravo, Cornwell, and Wilk voting "aye." [6-0] CITY MANAGER'S REPORT The City Manager reported the following: — Library project is slightly ahead of schedule and progressing well, with completion anticipated by mid-June. — State of the City address is scheduled for April 24, coinciding with the Greeters at City Hall. MAYOR AND COUNCIL REPORTS Councilor Grijalva stated that it was a positive meeting, and she appreciated the public input. Councilor Wilk announced a Liberty House event at Foursquare Church to highlight programs and support youth services on May 22 from 5:00 p.m. to 7:00 p.m. Council President Schaub attended the event Partners in Community Care with Salem Health and Santiam Hospital and shared the concerns about declining Medicare/Medicaid reimbursements, rising costs, and projected funding reductions and potential impacts on local healthcare access. Councilor Bravo expressed appreciation for presenters and community volunteers supporting youth and services. Councilor Cornwell mentioned the Second Friday Art event and that there is new art at the museum. She asked the Economic Development Director to provide information on the Oregon Heritage Conference coming to Woodburn. Economic Development Director Johnk provided details on the Heritage Conference planning,logistics, and coordination with local partners and businesses. Mayor Lonergan noted that the City hosted graduate students from PSU and U of O, and City Staff showcased City operations. He added that he attended the State of the County address.
