ROLL CALL Mayor Lonergan Present Councilor Cantu Present Councilor Cornwell Present Councilor Schaub Present Councilor Bravo Absent Councilor Grijalva Present Councilor Wilk Present Staff Present: City Manager Derickson, City Attorney Granum, Assistant City Manager Row, Community Development Director Kerr, Special Projects Director Wakeley, Public Works Director Stultz, Police Chief Millican, Public Affairs and Communications Manager Guerrero, Community Relations Manager Herrera, City Recorder Pierson ANNOUNCEMENTS Councilor Cantu made the following announcements: • The Woodburn School District is providing free lunches for children ages 1-18 during spring break, March 23-27, from 12:00 p.m. to 1:00 p.m. at Heritage Elementary School. • The Easter Egg Hunt will take place on April 4 at Legion Park. Registration is required. Time slots are available for children ages 1-18 between 2:00 p.m. and 5:30 p.m. • Friday on Front will be held on April 10. The event will feature a student showcase presented by the Woodburn Public Arts and Murals Committee. The committee is excited to offer another year of scholarships to local Woodburn youth. Attendees are invited to view this year's recipients and their inspirational work. • Community Cleanup Day is scheduled for Saturday, April 25, from 8:00 a.m. to 12:00 p.m. Participants should meet at the Woodburn Library at 8:00 a.m. Mayor Lonergan made the following announcements: • The Budget Committee Meeting will take place April 25, beginning at 9:00 a.m. and will continue as needed. The public is invited to attend. • The City of Woodburn will host the Oregon Heritage Conference from April 29 through May 2. Several hundred attendees are expected to visit the City. A reception hosted by the City will take place on April 30, from 4:45 p.m. to 6:15 p.m. at the Old City Hall building in downtown Woodburn. Councilors are invited to attend. Additional events will occur throughout the conference dates. Appreciation was expressed to staff and the economic development team for organizing this event. • The State of the County Address will be held on Monday, March 31, from 11:30 a.m. to 1:00 p.m. at the Salem Civic Center. The event will focus on regional healthcare issues. It will be held in the morning, with a buffet breakfast served from 7:30 a.m.to 9:30 a.m. There is no cost to attend. Councilors interested in attending were asked to notify the organizer. PROCLAMATION Month of the Military Child—Mayor Lonergan declared April 2026, as Month of the Military Child,and encouraged all residents to celebrate and observe the month as a way of bringing our community together. Grace, a member of the Oregon Military Teen Panel, explained that the group represents 9th- 12th grade students with a parent in the Oregon National Guard. The panel advocates for military youth, raises awareness of their challenges, and helps connect military families across the state. PRESENTATIONS Use of Force Report—Police Chief Millican presented the Use of Force report for 2025. BUSINESS FROM THE PUBLIC Beverly Koutny,Hubbard,provided comments on continuous drainage issues occurring on West Oswald St., which is causing standing water and access issues. She noted nearby storm drains as a potential solution and requested an evaluation. CONSENT AGENDA A. Woodburn City Council minutes of March 9, 2026 B. Monthly Financial Report—February 2026 C. The Motion passed with the following vote: Councilors Grijalva, Cantu, Schaub, Cornwell, and Wilk voting "aye." 5-0] COUNCIL BILL NO.3299-A RESOLUTION INITIATING THE PROCESS TO AMEND THE WOODBURN URBAN GROWTH BOUNDARY TO REALIZE A ONE-TIME SITE ADDITION IN COMPLIANCE WITH HOUSE BILL 4035 (2026) Schaub introduced Council Bill No. 3299. City Recorder Pierson read the bill by title only since there were no objections. Special Projects Director Wakeley and Community Development Director Kerr provided a staff report. On roll call vote for final passage, the bill passed unanimously with Councilors Grijalva, Cantu, Wilk, Schaub, and Cornwell voting"aye" [5-0]. Mayor Lonergan declared Council Bill No. 3299 duly passed. COUNCIL BILL NO. 3300 - A RESOLUTION INITIATING CONSIDERATION OF LEGISLATIVE AMENDMENTS TO THE WOODBURN DEVELOPMENT ORDINANCE AND COMPREHENSIVE PLAN Schaub introduced Council Bill No. 3300. City Recorder Pierson read the bill by title only since there were no objections. Community Development Director Kerr provided a staff report. YAKIMA VALLEY FARM WORKERS CLINIC - SALUD MEDICAL CENTER FIRE CONTROL UTILITY CONNECTION REQUEST City Attorney Granum provided a staff report. Meghan Panarella with Clark Kjos provided a letter and described the processes the have explored to date prior to seeking additional assistance from the City. Motion: Schaub/Wilk ... authorize the City to undertake all steps necessary to complete the Salud Medical Center Fire Control Utility Connection,including entering into negotiations over the acquisition of necessary easement rights and completing related construction work. The Motion passed with the following vote: Councilors Grijalva, Cantu, Cornwell, Wilk, and Schaub voting"aye." [5-0] AWARD OF CONSTRUCTION CONTRACT FOR THE 2026 SLURRY SEAL PROJECT Public Works Director Stultz provided a staff report. Motion: Schaub/Cornwell ... award the construction contract for the 2026 Slurry Seal Project to the lowest responsible bidder,Blackline Inc.,in the amount of$139,854, and approve an additional$40,000 for this project as a contingency for change orders that may arise during construction, and authorize the City Manager to sign the contract. The Motion passed with the following vote: Councilors Grijalva, Cantu, Cornwell, Wilk, and Schaub voting "aye." [5-0] CITY MANAGER'S REPORT The City Manager reported the following: - Attended National League of Cities conference;discussed nationwide issues(immigration,housing) and met with Oregon federal delegation to advocate for City priorities.Raised concerns about costly EPA wastewater regulations and requested $1.8M for Community Center gym project. - Door hangers to notify nearby residents of short-term construction vibrations at Community Center site. - Councilors are invited to the Masonic Lodge for a food bank volunteer appreciation breakfast (Saturday, 9 a.m.). - Budget Committee Meeting is set for April 25. Councilors will receive a budgetary note about some of the midterm financial decisions being made. MAYOR AND COUNCIL REPORTS Councilor Grijalva reported attending the conference in Washington, D.C. and that she gained insight into national issues (public safety, transportation, housing). She added that local challenges mirror nationwide trends and shared the community's concerns with federal representatives. She expressed appreciation for staff support and pride in the City's work. Councilor Cantu stated that she appreciates staff for their ongoing work and acknowledged the value of attending the Washington, D.C. conference. Mayor Lonergan noted the passing of former Public Works Director Frank Tiwari, who had 33 years of service with the City and recognized his contributions to City infrastructure. He also acknowledged and thanked Beverly Koutny for her engagement with the City and asked staff to follow up. ADJOURNMENT Motion: Cornwell/Schaub ... move to adjourn.
