MOMENT OF REFLECTION
Mayor Lonergan reflected on the following:
• The Mayor recognized the passing of Reverend Jesse Jackson, noting his fight for peace and his
many contributions to the country.
• The Mayor recognized the recent groundbreaking at Settlemier Park and thanked city staff for
their work. He highlighted the pool renovation, new community center, and Settlemier Park
improvements as major investments to downtown's future.He acknowledged concerns about tree
removal, noting that experts evaluated the site and preserved trees where possible, with some
removals necessary. He added that more than 60 new trees will be planted.
PRESENTATIONS
Quarterly Investment Report—Finance Director Turley introduced the City's investment advisor, Ryan
Kacher, with PFM Asset Management, who provided an update on the City's market and investment
strategy.
Woodburn Public Library: 2024-2025 Year in Review — Library Manager Mike Jansen provided
information on the services the library provided during 2024-2025.
CONSENT AGENDA
A. Woodburn City Council minutes of February 9, 2026,
B. Monthly Financial Report for January 2026,
C. Liquor License Application for Daisy's Bar and Grill,
D. Traffic Enforcement Report—November 2025 through January 2026.
Councilor Grijalva requested clarification that Daisy's Bar is located at the former Rumors site and that

the change involves ownership only. Deputy Chief Shadrin stated his understanding that the previous
owner's daughter will be the new owner and that the former owner is prohibited from involvement in
the business under Oregon Lottery requirements.
Motion: Schaub/Bravo... approve the consent agenda as presented.

COUNCIL BILL NO.3297-A RESOLUTION APPROVING REFERRAL TO THE ELECTORS
OF THE CITY OF WOODBURN AN ADVISORY QUESTION ON WHETHER THE CITY
COUNCIL SHOULD CONSIDER PASSING LEGISLATION TO IMPLEMENT 20-MPH
SPEED LIMIT ZONES ON LOCAL STREETS IN RESIDENTIAL DISTRICTS; ADOPTING A
BALLOT TITLE AND EXPLANATORY STATEMENT; AND AUTHORIZING ALL STEPS
NECESSARY TO EFFECTUATE THIS RESOLUTION
Schaub introduced Council Bill No. 3297. City Recorder Pierson read the bill by title only since there
were no objections. City Manager Derickson and City Attorney Granum provided a staff report. On roll
call vote for final passage,the bill passed unanimously with Councilors Grijalva,Wilk,Bravo, Cornwell,
and Schaub voting "aye" [5-0]. Mayor Lonergan declared Council Bill No. 3297 duly passed.
COUNCIL BILL NO. 3298 - A RESOLUTION AUTHORIZING EXECUTION OF A
COLLECTIVE BARGAINING AGREEMENT BETWEEN THE CITY OF WOODBURN AND
THE AMERICAN FEDERATION OF STATE, COUNTY, AND MUNICIPAL EMPLOYEES
(AFSCME)LOCAL 642 FOR A CONTRACT BEGINNING JULY 1,2025,AND ENDING JUNE
30,2027
Schaub introduced Council Bill No. 3298. City Recorder Pierson read the bill by title only since there
were no objections. City Manager Derickson and Assistant City Attorney Killmer provided a staff report.
On roll call vote for final passage, the bill passed unanimously with Councilors Grijalva, Wilk, Bravo,

AWARD OF CONSTRUCTION CONTRACT FOR THE 2026 ADA CURB RAMP RETROFIT
PROJECT
Public Works Director Stultz provided a staff report.
Motion: Schaub/Cornwell... award the construction contract for the 2026 ADA Curb Ramp Retrofit
Project to the lowest responsible bidder, Civil West Construction LLC,in the amount of$97,967.63 and
approve an additional $40,000 for this project as a contingency for change orders that may arise during
construction.
The Motion passed with the following vote: Councilors Grijalva, Schaub, Cornwell, Wilk, and Bravo
voting "aye." [5-0]

FUNDING AGREEMENT
Community Services Director Cuomo provided a staff report.
Motion: Schaub/Cornwell... approve the proposed name for the Mill Creek Community Center Event
Space (Burlingham Community Hall) and authorize the City Manager to enter into a funding agreement
with Burlingham Trust Inc. for the naming rights.
The Motion passed with the following vote: Councilors Grijalva, Schaub, Cornwell, Wilk, and Bravo
voting "aye." [5-0]
AWARD OF CONSTRUCTION CONTRACT FOR THE POLICE STATION UPGRADES
PROJECT
Public Works Director Stultz provided a staff report.
Motion: Schaub/Cornwell... award the construction contract for the Police Station Upgrades Project
to the lowest responsible bidder, KNL Industries Inc, in the amount of $296,215.15 and approve an
additional $40,000 for this project as a contingency for potential change orders that may arise during
construction.
The Motion passed with the following vote: Councilors Grijalva, Schaub, Cornwell, Wilk, and Bravo
voting "aye." [5-0]
PHASE II-AWARD A CONTRACT FOR 100% DESIGN FOR THE EVERGREEN ROAD
INTERSECTION IMPROVEMENTS AT STACY ALLISON WAY, W HAYES STREET, AND
HARVARD DRIVE PROJECT TO HARPER HOUF PETERSON RIGHELLIS INC (HHPR)
Public Works Director Stultz provided a staff report.
Motion: Schaub/Bravo... award a contract for 100%design work for the Evergreen Road Intersection
Improvements to Stacy Allison Way, W Hayes Street, and Harvard Drive project to Harper Houf
Peterson Righellis Inc. (HHPR) in the amount of$735,112.96 and authorize the City Manager to sign
the contract.
The Motion passed with the following vote: Councilors Grijalva, Schaub, Cornwell, Wilk, and Bravo
voting "aye." [5-0]
CITY MANAGER'S REPORT
The City Manager reported the following:
• Reported significant legislative activity related to land use and housing policy, noting the City is
actively engaged.
• Announced that a delegation will attend the National League of Cities Conference in mid-March,
with Councilor Grijalva participating.
• Mid-Willamette Valley Council of Governments annual meeting on March 5, at Western Oregon
University, noting Woodburn will receive recognition and that one seat remains available.

Councilor Wilk announced that Liberty House will present an update on their facility and the work they
are doing in Woodburn,at the Chamber of Commerce on Wednesday at 3:00 p.m. Thanked staff for their
work on initiatives supporting community livability and safety.
Councilor Schaub expressed her appreciation for City staff and leadership.
Councilor Cornwell thanked the Mayor for addressing concerns about tree removal and acknowledged
the necessity due to design plans.
Mayor Lonergan thanked Councilor Wilk for bringing up Liberty House and added that they are a true
asset to Woodburn. He also thanked staff for their legislative work and recognized Councilor Wilk for
his work during the short session. He added that he attended the groundbreaking of Heartwood
Assisted Living.
