The Motion passed with the following vote: Councilors Schaub, Cantu, Cornwell, Wilk, Bravo, and Grijalva voting "aye." [6-0] Motion: Schaub/Cornwell ... appoint Isis Robles to Position VII(Student Member)on the Woodburn Library Board. The Motion passed with the following vote: Councilors Schaub, Cantu, Cornwell, Wilk, Bravo, and Grijalva voting "aye." [6-0] MOMENT OF REFLECTION Mayor Lonergan stated that we had the great pleasure of celebrating our Fiesta Mexicana in August, which was a tremendous success. He added that he was honored to ride on a float alongside Representative Salinas and several members of our court,including the Queen,all of whom represented our community with pride and enthusiasm. He noted that he spoke with the Grand Marshal, Reyna Lopez, who shared how proud she was to participate and represent Woodburn in such an important role. Mayor Lonergan thanked the Chief and all the staff who helped organize the parade and guided us along the proper route. Page I - Council Meeting Minutes, September 8, 2025 COUNCIL MEETING MINUTES SEPTEMBER 8, 2025 Assistant City Administrator Row stated that this year's Fiesta was highly successful, with around 25,600 attendees, and participation of over 70 soccer teams and 40 pickleball teams. Despite initial concerns the City's full investment paid off,with strong community support and positive feedback. He acknowledged Jesse, Maricela, Yanira, the finance department and other volunteers for their roles in making Fiesta a continued success. He noted that with construction at the Aquatic Center site staging for the parade will require changes. PROCLAMATIONS Hispanic Heritage Month Proclamation— Mayor Lonergan read a proclamation declaring September 15 through October 15 as Hispanic, Latino, and Indigenous Heritage month and encouraged all to join in the observation and participate in events that celebrate the rich heritage and culture. PRESENTATION Woodburn Police Department Promotion Ceremony • Police Chief Millican provided the Oath of Office to newly promoted Lieutenant Adam Stewart. • Police Chief Millican provided the Oath of Office to newly promoted Sergeant Nick Wilson Mayor Lonergan called for a 15-minute recess. Motion: Schaub/Cornwell... approve the consent agenda as presented. The Motion passed with the following vote: Councilors Schaub, Cantu, Cornwell, Wilk, Bravo, and Grijalva voting "aye." [6-0] COUNCIL BILL NO. 3287 - AN ORDINANCE ADOPTING AMENDMENTS TO THE WOODBURN DEVELOPMENT ORDINANCE RELATED TO FLOODPLAIN PROTECTIONS (LA 25-01) Schaub introduced Council Bill No. 3287. Executive Legal Assistant Bravo read the bill twice by title only since there were no objections. Community Development Director Kerr provided a staff report. On roll call vote for final passage,the bill passed unanimously with Councilors Grijalva, Wilk, Bravo, Cornwell, Cantu and Schaub voting"aye" [6-0]. Mayor Lonergan declared Council Bill No. 3287 duly passed. COUNCIL BILL NO. 3288 - AN ORDINANCE AMENDING ORDINANCE 2433 (MASTER FEE SCHEDULE) TO MODIFY AND UPDATE COMMUNITY DEVELOPMENT - PLANNING DIVISION FEES, PUBLIC WORKS FEES, AND PUBLIC RECORDS FEES; Page 2 - Council Meeting Minutes, September 8, 2025 COUNCIL MEETING MINUTES SEPTEMBER 8, 2025 AND REPEALING ALL FEES AND CHARGES THAT ARE INCONSISTENT WITH THIS ORDINANCE; AND SETTING AN EFFECTIVE DATE Schaub introduced Council Bill No. 3288. Executive Legal Assistant Bravo read the bill twice by title only since there were no objections. City Attorney Granum, Community Development Director Kerr and Public Works Director Stultz provided a staff report. Mayor Lonergan declared Council Bill No. 3288 duly passed. SALE OF SURPLUS PROPERTY LOCATED ON GATCH STREET Assistant City Administrator Row provided a staff report. Motion: Schaub/Cornwell... authorize the City Administrator to enter into a purchase and sale agreement and execute all documents necessary to transfer the title of City owned property located on Gatch St (tax lot 05 1 W18AA04400) to Ana Iris Ruiz (50%), and Esmerelda Rios and Fernando Rios (50% as tenants in common) by means of a Statutory Warranty Deed. The Motion passed with the following vote: Councilors Schaub, Cantu, Cornwell, Wilk, Bravo, and Grijalva voting "aye." [6-0] CITY ADMINISTRATOR'S REPORT The Assistant City Administrator reported the following: — A Disc Golf course has opened in Legion Park. The project was funded by Rotary. — Aquatic Center is now closed. Some classes have been relocated,including a deep-water fitness class at the Molalla Aquatic Center with transportation provided for those attending the evening fitness class,and many participants can attend at no cost through Medicare programs like Silver Sneakers and Silver& Fit. Yoga has been relocated to the library. MAYOR AND COUNCIL REPORTS Councilor Cornwell reminded people that kids are back in school. Councilor Bravo stated that he participated in the Park Renaming Committee meeting. Councilor Wilk stated that he is proud to live in the largest Latinx community in the state and for all the positive contributions they make. Mayor Lonergan noted that the Hispanic Heritage Month celebrations will be taking place on Friday, September 12, from 5:00 p.m. - 8:00 p.m. in the Downtown Plaza which will include a showing by local artist, Brenda Valentin Bravo, at the museum ADJOURNMENT Motion: Grijalva/Cornwell ... move to adjourn.
