ORDINANCE NO. 2627
AN ORDINANCE AMENDING ORDINANCE 2265 (LIBRARY BOARD), MODIFYING THE
STANDARDS AND CRITERIA FOR THE STUDENT BOARD MEMBER
WHEREAS, Ordinance 2265 establishes the Library Board and defines the
Board's duties and responsibilities; and
WHEREAS, Section 2 of the Ordinance requires a student member; and
WHEREAS, the City desires to create greater flexibility and consistency for
the student member position on the Board; and
WHEREAS, the City seeks to clarify the language in Section 3 of the
Ordinance regarding how board meetings shall be conducted; NOW,
THEREFORE,
THE CITY OF WOODBURN ORDAINS AS FOLLOWS:
Section 1. Section 2 of Ordinance 2265 is amended to read as follows:
Section 2. Board Membership. The Board shall consist of seven (7)
members, appointed by the Mayor with the approval of the City Council,
and shall be responsible to the Mayor and City Council. Six (6) members
shall be appointed from resident voters of the City or of the urban growth
boundary. The seventh member shall be a high school student residing
within the City of Woodburn or within five (5) miles of the City's Urban
Growth Boundary. Members shall possess a background and interest in
library science and programs, library management and operations, or
literacy. Members shall serve without pay. Terms of office, excepting that of
the student member, shall be four (4) years from the date of appointment
and staggered so three positions will expire every two years. The term of
office for the student member shall commence on the date of
appointment and shall extend to the final day of the student member's
Senior year of high school. All other appointments shall be made annually,
in December, or upon the expiration or other termination of the member's
term of office. Each member of the Committee serves at the pleasure of
the Mayor and City Council and may be removed prior to expiration of their
terms without cause or hearing. Members may be removed by the Mayor
pursuant to City resolution. In addition to the appointed members, the
Mayor or the Mayor's representative and the Director will serve as ex-officio
members.

Section 2. Section 3 of Ordinance 2265 is amended to read as follows:
Section 3. Meetings. The Board shall meet at such times as the
Board may determine are appropriate and necessary. All Board meetings
shall be conducted in accordance with the bylaws of the organization
and the provisions of this ordinance and shall comply with all state and
federal laws.
Section 3. After this Ordinance amendment is adopted, the City Recorder
shall update and correct the ordinance to incorporate all revisions contained
herein.
