October 24, 2022 minutes COUNCIL MEETING MINUTES OCTOBER 24, 2022 DATE COUNCIL CHAMBERS, CITY HALL, CITY OF WOODBURN, COUNTY OF MARION, STATE OF OREGON, OCTOBER 24, 2022 CONVENED The meeting convened at 7:00 p.m. with Mayor Swenson presiding. Transit and the Aquatic Center will be open normal hours. PRESENTATIONS Non-Discretionary Investment Advisory Services – Lauren Brant, Managing Director at PFM Asset Management, provided a presentation on PFM Asset Management and how they will provide investment services and assist the City in maximizing its return on investment and ensuring the investment policy of the City is followed. Safety Compass/Center for Hope & Safety - D. Howden with the Center for Hope and Safety provided training on sexual assault dynamics. Esther Nelson-Garrett, founder of Safety Compass provided a presentation on sex trafficking. Woodburn Police Department Purple Heart Award - Police Chief Marty Pilcher awarded the Woodburn Police Department’s Purple Heart Award to Officer Ponce for the injuries he sustained on April 25, 2022, while working with the Marion County Interagency SWAT team. Crime Statistics through September 2022. Carney/Schaub... adopt the Consent Agenda. The motion passed unanimously. COUNCIL BILL NO. 3197 - A RESOLUTION ADOPTING A SUPPLEMENTAL BUDGET AND MAKING APPROPRIATIONS FOR FY 2022-2023 Carney introduced Council Bill No. 3197. City Recorder Pierson read the bill by title only since there were no objections from the Council. City Administrator Derickson provided a staff report. On roll call vote for final passage, the bill passed unanimously. Mayor Swenson declared Council Bill No. 3197 duly passed. COUNCIL BILL NO. 3198 - A RESOLUTION AUTHORIZING THE TRANSFER OF APPROPRIATIONS WITHIN THE GENERAL FUND FOR THE FISCAL YEAR 2022- 2023 Carney introduced Council Bill No. 3198. City Recorder Pierson read the bill by title only since there were no objections from the Council. City Administrator Derickson provided a staff report. On roll call vote for final passage, the bill passed unanimously. Mayor Swenson declared Council Bill No. 3198 duly passed. SALE OF PROPERTY LOCATED AT 11842 NE CHATEAU DR. Assistant City Administrator Row provided a staff report. Carney/Cabrales... authorize the City Administrator to enter into a purchase and sale agreement and transfer title of City owned property located at 11842 Chateau Dr. NE, Woodburn, OR 97071 to Severo Trapala by means of a Special Warranty Deed. The motion passed unanimously. AWARD A CONTRACT FOR NON-DISCRETIONARY INVESTMENT ADVISORY SERVICES Finance Director Turley provided staff report. Carney/Schaub... award a Contract for Non- Discretionary Investment Advisory Services to PFM Asset Management LLC and authorize the City Administrator to sign the Agreement. The motion passed unanimously. BRIEFING ON THE COMMUNITY DEVELOPMENT DIRECTOR'S APPROVAL OF A DESIGN REVIEW AND PROPERTY LINE ADJUSTMENT APPLICATION PACKAGE FOR AWARE FOODBANK AT 152 ARTHUR STREET (DR 22-10 & PLA 22-06) Community Development Director Kerr provided a staff report. Council declined to call this item UP. CITY ADMINISTRATOR'S REPORT The City Administrator reported the following: • Jamie and Renata are in Bend at the Oregon Business Conference and are receiving the Brownfield Award on behalf of the City for the environmental work done downtown. • Provided Council with a flyer on the Family Resource Center which provides information on the services provided there. COUNCIL REPORTS Councilor Puente asked how we can get our local roads maintained and taken care of and City Administrator Derickson stated that the City has a road department, and a road budget that is budgeted every year based on our capital plan and projected projects and that the City goes out and rates streets, and prioritizes them based on certain criteria. The City then schedules improvements as funding becomes available for them and if there's a specific issue, such as a pothole develops or other things develop that pose a threat,the City does try to address those when Page 2 - Council Meeting Minutes, October 24, 2022 COUNCIL MEETING MINUTES OCTOBER 24, 2022 we become aware of them. Councilor Puente went on to say that Legion Park is looking beautiful and noted that the high school football team is playing for the conference championship on Friday. Councilor Schaub thanked staff and that she feels proud when talking to constituents. Councilor Swanson stated that she also hears concerns about the roads in the older neighborhoods and added that one of her primary concerns is the lack of affordable housing in Woodburn. She added that tonight was monumental and encouraged her about the people who are heroes and put their lives on the line for us every day and we should thank them every time we get the chance. Councilor Carney congratulated Councilor Cabrales for arranging the sex trafficking presentation that took place. Councilor Cabrales thanked staff and stated that she looked forward to the trick or treating event that will be taking place. Councilor Cornwell stated that Jamie mentioned to her that without Scott's leadership the project we won the award for would not have gone so smoothly. She added that it was nice to have Bob back. Mayor Swenson thanked those that supported Officer Ponce. He noted that the Council was invited to the Marion County Reentry Initiative Second Chance Breakfast, Thursday at 7:00 a.m. at the Kaiser Community Center.
