May 23, 2022 minutes COUNCIL MEETING MINUTES MAY 23, 2022 DATE COUNCIL CHAMBERS, CITY HALL, CITY OF WOODBURN, COUNTY OF MARION, STATE OF OREGON, MAY 23, 2022 CONVENED The meeting convened at 7:07 p.m. with Mayor Swenson presiding. ROLL CALL Mayor Swenson Present Councilor Carney Present Councilor Cornwell Present Councilor Schaub Present Councilor Swanson Present-via video conferencing. Councilor Puente Present -via video conferencing Councilor Cabrales Present-via video conferencing Staff Present: City Administrator Derickson, City Attorney Shields,Assistant City Administrator Row, Police Chief Pilcher, Public Works Director Stultz, Community Services Director Cuomo, Finance Director Turley, Community Development Director Kerr, Senior Planner Cortes, Public Affairs and Communications Coordinator Moore, City Recorder Pierson ANNOUNCEMENT City Hall, the Library, and the Transit System will be closed Monday, May 30, 2022, in observance of Memorial Day. The Aquatic Center will be open from 7:00 a.m. — 10:00 a.m. APPOINTMENTS Smith Creek Park Naming Committee Appointments - Councilor Cornwell and Councilor Cabrales expressed their interest in being appointed to the Smith Creek Park Naming Committee. Carney/Swanson... appoint the following individuals to the Smith Creek Park Naming Committee Cindy Thomas, Merri Berlin, Sharon Corning, Judy Marquez, Ruth DeSantis, Kasi Pankey, Richard Irish, David Piper, Councilor Cornwell, and Councilor Cabrales. The motion passed unanimously. CONSENT AGENDA A. Woodburn City Council minutes of May 9, 2022, B. Building Activity for April 2022, C. Crime Statistics through April 2022. Carney/Schaub... adopt the Consent Agenda. The motion passed unanimously. PUBLIC HEARING A Public Hearing to consider input on Legislative Amendment to the Woodburn Development Ordinance(WDO)relating to"Middle Housing"(LA 21-02).Mayor Swenson declared the hearing open at 7:12 p.m.for hearing public input on amendment to the WDO relating to"Middle Housing" (LA 21-02). Senior Planner Cortes provided a staff report and referenced for the record a letter received from 1000 Friends of Oregon, Housing Land Advocates (HLA), and the Fair Housing Council on Legislative Amendment 21-02. Mayor Swenson asked if anyone from the public wished to speak in support of Legislative Amendment 21-02. Alexis Biddle, 1000 Friends of Oregon, spoke in favor of the Legislative Amendment 21-02 and referenced the letter submitted jointly by Housing Land Advocates, the Fair Housing Council of Oregon, and 1000 Friends of Oregon to City Council that asked them to consider the following amendments: allow detached middle housing, reduce minimum parking standards, and density bonuses. Mayor Swenson declared the hearing closed at 7:32 p.m. Councilor Cornwell stated she wants to keep the parking standards as presented by staff. Councilor Schaub concurred with Councilor Cornwell. Councilor Swanson stated that she does not disagree with Councilor Cornwell and Schaub but after listening to Mr. Biddle, questions why we will not entertain some of their ideas. Councilor Puente stated that he agrees that we should take a bigger look at this. Councilor Cabrales stated that we need affordable homes and that multiple families are living in one household and that is why there is so much street parking. Mayor Swenson noted that finding parking is a problem. City Administrator Derickson stated that this ordinance is to comply with state law, which sets parameters for the City to meet. Senior Planner Cortes stated that the proposal before City Council is necessary to comply with the minimums of state law and meet the states deadline. He added that the City could consider the suggested amendments at a later date. Councilor Carney stated that he is pleased with the work staff has done and is willing to accept it as presented by staff. Carney/Schaub ... motion to tentatively approve Legislative Amendment LA 21-02, directing staff to submit an ordinance for consideration at the next City Council meeting. The motion passed unanimously. LEGION PARK IMPROVEMENT PROJECT ADDITION EXPENDITURE AUTHORIZATION Community Services Director Cuomo provided a staff report. Carney/Cornwell... authorize staff to expend up to an additional $300,000 on the Legion Park Improvement Project, which was awarded to Hellas Construction on October 25, 2021 in the amount of $4,004,694, to cover necessary change orders and unanticipated contingencies that might arise during the construction process. The motion passed unanimously. CITY ADMINISTRATOR'S REPORT The City Administrator reported the following: Mr. Ponce has asked the Council to look at the parking ordinance and consider whether the City should allow the parking of certain commercial vehicles in neighborhoods. The City's legal research on this is close to being done, and will come before the Council in June. MAYOR AND COUNCIL REPORTS Mayor Swenson noted that the Taste of Woodburn is coming up. He added that he attended the funeral of Gerry Frank, Councilor Swanson invited Councilors to attend a Marion County collaborative on taking a closer look at affordable housing in our area. Councilor Cabrales thanked those that put on the event Saturday for the kids. ADJOURNMENT Carney/Schaub...move to adjourn. The motion passed unanimously.
