ANNOUNCEMENT
The filing period for Mayor and Council positions will open June 1, 2022. Positions to be voted
upon at the November 8, 2022 general election are: Mayor: At-Large position (2-year term),
Councilor-Ward III: Precinct 835 (4-year term), Councilor-Ward IV: Precinct 845 (4-year term)
and Councilor-Ward V: Precinct 855 (4 -year term). Candidate filing forms and instructions are
available from the City Recorder and posted on the City website.
CONSENT AGENDA

B. Woodburn City Council Executive Session minutes of April 25, 2022,
C. Acceptance of a Public Utility Easement on West Hayes at 998 West Hayes, Woodburn OR,
97071 (Tax Lot 051 W07CC08300).
Carney/Schaub... adopt the Consent Agenda. The motion passed unanimously.
COUNCIL BILL NO. 3185 — AN ORDINANCE AMENDING THE WOODBURN
DEVELOPMENT ORDINANCE (WDO) RELATING TO THE TRANSPORTATION
SYSTEM PLAN (TSP) AND TRANSPORTATION GENERALLY (LA 21-01)
Carney introduced Council Bill No. 3185. City Recorder Pierson read the bill twice by title only
since there were no objections from the Council. Senior Planner Cortes provided a staff report. On
roll call vote for final passage,the bill passed unanimously. Mayor Swenson declared Council Bill
No. 3185 duly passed.
AWARD OF CONSTRUCTION CONTRACT FOR THE WEST HAYES STREET
IMPROVEMENTS PROJECT
Public Works Director Stultz provided a staff report. Carney/Schaub... award the construction
contract for the West Hayes Street Improvements Project to the lowest responsible and responsive
bidder, Knife River Corporation, in the amount of$3,108,244.60 with an additional $300,000 for
this project as a contingency for potential project change orders that may occur during the
construction process. The motion passed unanimously.

AWARD OF CONSTRUCTION CONTRACT FOR THE DOWNTOWN STREET TREE
REMOVAL & BRICK PAVERS REPAIR PH. 2, BID 92022-06
Public Works Director Stultz provided a staff report. Carney/Cornwell... award the construction
contract for the Downtown Street Tree Removal & Brick Pavers Repair PH. 2 to the lowest
responsible and responsive bidder, Trees Plus Northwest, LLC in the amount of$97,943.00. The
motion passed unanimously.
ROBC HOLY TRINITY PRIVATE SCHOOL—FARMERS MARKET AGREEMENT
Community Services Director Cuomo provided a staff report. Anna Kasachev with ROBC Holy
Trinity Private School provided information on the markets they have had in the past and what
they plan on bringing to Woodburn. Carney/Cornwell... authorize the City Administrator to enter
into a management agreement with the ROBC Holy Trinity Private School for operation of the
Woodburn Farmers Market. The motion passed unanimously.
LETTER TO MARION COUNTY COMMISSIONERS IN SUPPORT OF THE CURRENT
MARION COUNTY AMBULANCE SERVICE AREA PLAN
City Administrator Derickson provided a staff report. Shawn Baird with Woodburn Ambulance
provided an update on the services provided by Woodburn Ambulance. Carney/Schaub...
authorize the Mayor to sign the attached letter addressed to the Marion County Board of
Commissioners. The motion passed unanimously.
BUSINESS FROM THE PUBLIC
Jim Lowder, 1362 Daylily Street, stated that he is concerned with the uptick in the amount of
graffiti that has been occurring in Woodburn.
CALL-UP BRIEFING: PLANNING COMMISSION APPROVAL OFA PRELIMINARY
SUBDIVISION, PRELIMINARY PARTITION, PHASING PLAN, AND VARIANCE
APPLICATION PACKAGE FOR 9008 PARR ROAD (SUB 21-0, PAR 22-01, PP 22- 01, &
VAR 22-05)
The Council declined to call this item up.
CALL-UP BRIEFING: PLANNING COMMISSION APPROVAL OF A PRELIMINARY
SUBDIVISION AND VARIANCE APPLICATION PACKAGE FOR 1385 COOLEY
ROAD (SUB 21-02 & VAR 22-03)
The Council declined to call this item up.
CITY ADMINISTRATOR'S REPORT
The City Administrator reported the following:
® Thanked those who attended the budget meeting.
® Gave a shout out to the Masonic Lodge for the ice cream social they put on for police
and fire. He noted that the ice cream came from a local ice cream shop and it was very
good.
® As of today all radar signs have been placed in Senior Estates.
® On Friday of last week there was a meeting at the Woodburn Fire District and a check
for $1.2 million was presented for regional communications upgrades.
MAYOR AND COUNCIL REPORTS
Councilor Cornwell stated that the budget was very well put together and staff was responsive to

questions.
Councilor Carney concurred with Councilor Cornwell.
Councilor Schaub concurred with Councilor Cornwell.
Mayor Swenson stated that the Cinco de Mayo that was put on by the Oregon and Aware
Foodbanks and the Downtown Association was very successful.

Carney/Cornwell...move to adjourn. The motion passed unanimously. Mayor Swenson
adjourned the meeting at 7:51 p.m.
