ANNOUNCEMENT
City Administrator Derickson provided an update on the officer shot in the line of duty this
morning, noting that he is in stable condition. He thanked those who have reached out and added
that public safety,police work is dangerous work, and it takes a kind of courage and dedication of
service for people who want to protect our community.
BUSINESS FROM THE PUBLIC
Erious Johnson, Jr., Marion County Circuit Court Judge introduced himself to the City Council.
PROCLAMATION/PRESENTATIONS
Permit Technician Nichols provided a presentation on Building Safety Month and promoted
building safety in the community.
Mayor Swenson read a proclamation declaring May 2022 as Building Safety Month.
CONSENT AGENDA
A. Woodburn City Council minutes of April 11, 2022,
B. Crime Statistics through March 2022.
Carney/Schaub... adopt the Consent Agenda. The motion passed unanimously.
PUBLIC HEARINGS
A Public Hearing to consider input on Legislative Amendment 21-01 - Amendment to the
Woodburn Development Ordinance (WDO)relating to the Transportation System Plan(TSP) and
Transportation Generally (LA 21-01). Mayor Swenson declared the hearing open at 7:18 p.m. for
hearing public input on Legislative Amendment 21-01 - Amendment to the Woodburn
Development Ordinance (WDO) relating to the Transportation System Plan (TSP) and
Transportation Generally(LA 21-01). Community Development Director Kerr and Senior Planner
Cortes provided a staff report. No members of the public wished to speak in either support or
opposition of Legislative Amendment 21-01 - Amendment to the Woodburn Development
Ordinance (WDO)relating to the Transportation System Plan(TSP)and Transportation Generally

(LA 21-01). Mayor Swenson declared the hearing closed at 7:43 p.m. Carney/Schaub ...
tentatively approve LA 21-01 and direct staff to submit an ordinance for consideration at the next
City Council Meeting. The motion passed unanimously.
A Public Hearing to consider input on ordinance amendments to adopt an updated Transportation
System Development Charges Methodology. Mayor Swenson declared the hearing open at 7:44
p.m.for hearing public input on ordinance amendments to adopt an updated Transportation System
Development Charges Methodology. Assistant City Administrator Row provided a staff report.
No members of the public wished to speak in either support or opposition of ordinance
amendments to adopt an updated Transportation System Development Charges Methodology.
Mayor Swenson declared the hearing closed at 7:57 p.m.
COUNCIL BILL NO. 3181 — AN ORDINANCE AMENDING AND REPEALING
SECTIONS OF ORDINANCE 2438, (THE TRANSPORTATION SYSTEM
DEVELOPMENT CHARGES ORDINANCE) BASED UPON A NEW METHODOLOGY
REPORT DATED APRIL 2022; AND SETTING AN EFFECTIVE DATE
Carney introduced Council Bill No. 3181. City Recorder Pierson read the bill twice by title only
since there were no objections from the Council. Assistant City Administrator Row and Public
Works Director Stultz provided a staff report. On roll call vote for final passage, the bill passed
unanimously. Mayor Swenson declared Council Bill No. 3181 duly passed.
COUNCIL BILL NO. 3182 — A RESOLUTION ESTABLISHING A RATE SCHEDULE
FOR TRANSPORTATION SYSTEM DEVELOPMENT CHARGES (INCLUDING THE
INTERCHANGE MANAGEMENT AREA CHARGE AND AN ALTERNATIVE
CALCULATION FEE) PURSUANT TO A RECENTLY UPDATED TRANSPORTATION
SYSTEM DEVELOPMENT CHARGES METHODOLOGY; AND SETTING AN
EFFECTIVE DATE FOR IMPOSITION OF THE FEES AND CHARGES
Carney introduced Council Bill No. 3182. City Recorder Pierson read the bill by title only since
there were no objections from the Council. Assistant City Administrator Row and Public Works
Director Stultz provided a staff report. On roll call vote for final passage, the bill passed
unanimously. Mayor Swenson declared Council Bill No. 3182 duly passed.
COUNCIL BILL NO. 3183 — A RESOLUTION ADOPTING A SUPPLEMENTAL
BUDGET FOR FY 2021-2022 FOR PURPOSES OF ADDING AN ADDITIONAL FULL-
TIME EQUIVALENT ("FTE") POSITION TO THE PLANNING DEPARTMENT FUND
Carney introduced Council Bill No. 3183. City Recorder Pierson read the bill by title only since
there were no objections from the Council. Community Development Director Kerr and Finance
Director Turley provided a staff report. On roll call vote for final passage, the bill passed
unanimously. Mayor Swenson declared Council Bill No. 3183 duly passed.
COUNCIL BILL NO. 3184 - A RESOLUTION INITIATING THE JURISDICTIONAL
TRANSFER OF CERTAIN COUNTY ROADS LOCATED WITHIN WOODBURN CITY
LIMITS FROM MARION COUNTY TO THE CITY OF WOODBURN
Carney introduced Council Bill No. 3184. City Recorder Pierson read the bill by title only since
there were no objections from the Council. Community Development Director Kerr and Public
Works Director Stultz provided a staff report. On roll call vote for final passage, the bill passed
unanimously. Mayor Swenson declared Council Bill No. 3184 duly passed.
CITY ADMINISTRATOR'S REPORT
The City Administrator reported the following:

MAYOR AND COUNCIL REPORTS
Councilor Schaub stated that on Saturday the CERT team from Woodburn Fire District held an
exercise at Woodburn High School that simulated an earthquake and noted that it was a fantastic
exercise.
Councilor Swanson stated that there would be an ongoing collaboration between Marion County
and a Ray of Hope Today! to further the efforts of helping those who are houseless.
Councilor Cabrales stated that she will not be attending the May 9, 2022 City Council meeting.
Councilor Cornwell stated that she is happy to hear that the officer that was injured is doing well.
She added that she has spent a lot of time at Centennial Park and she enjoys the interesting trees
that are there and encouraged people to shop for their flowers and plants at local nurseries.
Mayor Swenson stated that the Day of the Child is this Saturday at Heritage Elementary and there
will be a Cinco de Mayo celebration in the Downtown Plaza. He added that the CERT exercise
was very well planned.
EXECUTIVE SESSION
Mayor Swenson entertained a motion to adjourn into executive session under the authority of ORS
192.660(2)(d). Carney/Swanson... move into executive session under the authority of ORS
192.660(2)(d). The motion passed unanimously. The Council adjourned into executive session at
8:18 p.m. and reconvened at 8:40 p.m. Mayor Swenson stated that no action was taken by the
Council while in executive session.
WORK SESSION
Senior Planner Cortes and Community Development Director Kerr provided a presentation on
Middle Housing, which included background information, the deadline to adopt the amendments
and compliance. Senior Planner Cortes noted that they are looking to come back May 23, 2022 for
the public hearing on this.
ADJOURNMENT
Carney/Schaub...move to adjourn. The motion passed unanimously. Mayor Swenson adjourned
the meeting at 9:24 p.m.
