April 11, 2022 minutes COUNCIL MEETING MINUTES APRIL 11, 2022 DATE COUNCIL CHAMBERS, CITY HALL, CITY OF WOODBURN, COUNTY OF MARION, STATE OF OREGON,APRIL 11, 2022 CONVENED The meeting convened at 7:03 p.m. with Mayor Swenson presiding. ROLL CALL Mayor Swenson Present Councilor Carney Present Councilor Cornwell Present Councilor Schaub Present Councilor Swanson Present Councilor Puente Present-via video conferencing Councilor Cabrales Present -via video conferencing Staff Present: City Administrator Derickson, City Attorney Shields,Assistant City Administrator Row, Police Chief Pilcher, Public Works Director Stultz, Community Services Director Cuomo, Assistant City Attorney Granum, Economic Development Director Johnk, Public Affairs and Communications Coordinator Moore, City Recorder Pierson BUSINESS FROM THE PUBLIC Arnold Ponce requested that the Council consider his request that they reinstate not allowing commercial vehicles to park in residential neighborhoods. CONSENT AGENDA A. Woodburn City Council minutes of March 28, 2022, B. Building Activity for March 2022. Carney/Cornwell... adopt the Consent Agenda. The motion passed unanimously. COUNCIL BILL NO. 3179 - A RESOLUTION AUTHORIZING ACCEPTANCE OF A SPECIAL PUBLIC WORKS FUND GRANT FOR THE BUTTEVILLE ROAD REALIGNMENT PROJECT; AND AUTHORIZING THE CITY ADMINISTRATOR TO SIGN AND EXECUTE ALL NECESSARY DOCUMENTS TO THAT EFFECT Carney introduced Council Bill No. 3179. City Recorder Pierson read the bill by title only since there were no objections from the Council. City Administrator Derickson stated that he wanted to point out that these two grants are helping to supplement a solution for Butteville Road-Highway 219 to solve a problem that existed prior to Amazon. Economic Development Director Johnk provided a staff report. On roll call vote for final passage, the bill passed unanimously. Mayor Swenson declared Council Bill No. 3179 duly passed. COUNCIL BILL NO. 3180 - A RESOLUTION AUTHORIZING ACCEPTANCE OF AN ODOT IMMEDIATE OPPORTUNITY FUND GRANT FOR THE BUTTEVILLE ROAD- HWY 219 ROUNDABOUT CONSTRUCTION PROJECT; AND AUTHORIZING THE CITY ADMINISTRATOR TO SIGN AND EXECUTE ALL NECESSARY DOCUMENTS TO THAT EFFECT Carney introduced Council Bill No. 3180. AWARD OF CONSTRUCTION CONTRACT FOR LIBRARY CHILLER Page 1 - Council Meeting Minutes, April 11, 2022 COUNCIL MEETING MINUTES APRIL 11, 2022 REPLACEMENT TO APEX MECHANICAL, LLC Community Services Director Cuomo provided a staff report. Carney/Schaub... Award the construction contract for the library chiller replacement to the lowest responsible and responsive bidder, Apex Mechanical, LLC. in the amount of$180,000.00. The motion passed unanimously. CITY ADMINISTRATOR'S REPORT The City Administrator reported the following: ® Family Resource Center was painted and the new sign for it will be here in about a month. ® Provided a map to the City Council that marked the new growth that is happening in Woodburn. ® Budget Committee meeting will take place April 30 at 9:00 a.m. MAYOR AND COUNCIL REPORTS Councilor Schaub stated that she is going to the Tulip Festival next week and that the activity that is taking place around town is amazing. She added that she is proud of Woodburn and what has been accomplished. Councilor Swanson stated that a house sold for over $600,000 in her neighborhood and it was a real eye opener and highlights the need for more housing. Councilor Carney stated that the Legion Park event on Friday was great and that the Mayor gave a wonderful speech. Councilor Puente concurred with Councilor Carney and thanked everyone involved in the Legion Park project. He added that he would like to see a construction camera at the park. Councilor Cabrales agreed that a construction camera is a good idea and she is excited about this project coming together. She added that Woodburn is an amazing place to be and live. Mayor Swenson stated that the plan to develop Legion Park has been in the works for a long time. Kudos to those who have been a part of the planning. ADJOURNMENT Swanson/Cornwell...move to adjourn.
